Vacancies will be filled in the following specialty areas:

Government Enterprise and Shared Services Communications & Liaison, Web/Multimedia Services

The following are the duties of this position at the full working level.

GS-11 Duties

  • Recommends informational materials to assist TE/GE management in attaining program goals by enhancing customers', employee and stakeholder understanding of TE/GE programs. Uses a variety of approved methods and techniques in achieving communication goals including fact sheets, news releases, feature articles, personal appearances, exhibits, brochures, graphics presentations, and pamphlets, etc., in coordination with National Communications and Liaison organizations and standards and guidelines, as appropriate.

  • Assists in the evaluation of information problems encountered in communicating TE/GE's program goals. Recommends specific information activities designed to meet these problems. Analyzes information needs in terms of internal and external customers and provides recommendations on program information problems for management consideration.

  • Assists in the development of communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, the kind of information needed, etc.

  • Establishes and maintains effective working relationships with National Communications and Liaison, other Operating Divisions, specialized groups interested in TE/GE programs, and other internal and through National C& L, external stakeholders.

  • Performs other projects and related duties as assigned.

GS-12 Duties

Uses a variety of methods and techniques in achieving communication goals including fact sheets, news releases, feature articles, personal appearances, exhibits, brochures, graphics presentations, and pamphlets, etc., in coordination with National Communications and Liaison (C&L) organizations and standards and guidelines, as appropriate.

  • Evaluates information problems encountered in communicating program goals. Recommends specific information activities designed to meet these problems. Analyzes information needs in terms of internal and external customers and provides advice on program information problems.

  • Assists in the development of plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, the kind of information needed, etc.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-11 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with written and oral communication techniques, communications models and applications used to reach audiences effectively and the ability to write articles and releases; Experience developing content for print and web mediums directed at a diverse employee audience; Analytical methods to evaluate data and make appropriate recommendations and interpersonal relation skills sufficient for establishing and maintain effective working relationships.

OR

PH.D or equivalent doctoral degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work

OR

Three (3) full academic years of progressively higher level graduate education leading to a degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR LL.M., if related

OR

A combination of qualifying graduate education and experience as described above.

SPECIALIZED EXPERIENCE: GS-12 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with communication principles and skill in making oral presentations and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Applying a variety of approaches to communication programs and of developing effective messaging; Experience with problem-solving techniques and ability to make decisions; Analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.

SPECIALIZED EXPERIENCE: GS-13 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with communications methods and techniques to be able to function as the technical authority to plan, develop, coordinate and apply effective programs and enhance understanding; Experience in making oral presentation and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Experience in development and dissemination of communication materials; Applying a variety of approaches to help others meet their business objectives through effective communication programs; Experience in developing and maintaining effective working relationships to enhance communication and dissemination of information and in analyzing and developing recommendations from a wide array of conflicting and divergent.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
