Plains is the Constructor of the Red Oak Pipeline System, a joint venture between Plains All American Pipeline, L.P., and Phillips 66. We are building a pipeline from Oklahoma to the Texas Gulf Coast. We believe in the need for a solid reputation and relationship of trust with various stakeholders (including elected officials and staff, first responders, and community leaders in areas where we operate) to ensure that these stakeholders are aware of the company's commitment to prudent and safe operations particularly in new areas where we have not previously been located.
The Public Affairs Advisor, on behalf of the Red Oak Pipeline, will focus on ensuring the JV is effective in its engagement with stakeholders within Texas. This position is responsible for engagement with public officials, community leaders, JV partners, first responders and members of the media, and manages consultants to support those efforts. The position is responsible for working with company leadership and project teams to develop and implement overarching stakeholder relations strategy and messaging to support the joint venture's reputation and maintain a favorable environment for doing business.
Please note this is a long term consulting position.
Responsibilities
Provide public affairs leadership and support for assigned project initiatives and ongoing operations.
Represent the JV in government relations and media relations capacities before elected officials, members of the media, with industry associations, before community and opinion leaders to proactively communicate about the company and its activities.
Build positive relationships on behalf of the JV and ensure that potential external stakeholder-related issues are proactively identified early and incorporated into planning processes.
Work closely with Public Affairs leadership to craft messages and coordinate attendance at appropriate meetings relating to stakeholder engagement.
Work with other departments within the constructor and operating companies and Public Affairs leadership to develop communications plans tailored to the specific needs of each project or community and manage implementation of the public affairs-related portions of these plans, including developing and securing approval of key messages.
Execute locally focused engagement campaigns including advertisements, volunteer opportunities, newsletters and social media.
Handle local media inquiries that come into the company according to company policy and develop/coordinate the response as needed.
Monitor issues relevant to this particular project, to the JV and to the company and report this information to the appropriate departments and partners, as appropriate.
Manage and coordinate the work of PR or public affairs firms engaged for specific projects.
Participate in regular incident communications training and drills; maintain communications tools, information and materials likely needed during an incident.
Requirements
Bachelor's degree, ideally with a focus in Communications, Public Relations or Government, or equivalent work experience.
8-10 years prior communications or government relations experience required; prior stakeholder relations, government and/or energy experience preferred.
Experience serving as a spokesperson and interacting with high-level executives, community leaders, public officials and members of the media.
Previous crisis communications experience preferred.
Excellent writing, proofreading and verbal communication skills.
Working knowledge of local and state government processes in Texas especially as pertains to policymaking or infrastructure development and maintenance.
Experience building and maintaining coalitions preferred.
Small scale event planning experience preferred.
Ability to manage multiple projects, deadlines and budgets.
Excellent analytical skills to quickly analyze situations, determine key issues, recommend solutions and/or responses, and implement the approved course of action.
Highest standard of personal integrity and confidentiality.
Ability to travel (approximately 25-30%) and work overtime, as required.
Located in Houston, TX or surrounding area.
