Under the supervision of the EMS Manager, and within guidelines established by the Emergency Healthcare Act, rules, policy and procedures adopted there under conduct complaint investigations, inspections, surveys and provide training and technical and compliance assistance to any type of EMS license or approval issued by the department to include, but not limited to, EMS Providers, First Responder Organizations, Education and Training Program, Continuing Education Programs, EMS Personnel, EMS Educators. Provide information on EMS services and affairs to the public.

Assist EMS license holders with plans of correction, quality management, mutual aid agreements, protocol development, grant proposals, variances and carries out interventions as appropriate. Use computers, databases and mobile inspection technology to complete assignments and reports. Must attend work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions:

Complaint Investigations: Investigate complaints relating to any type of EMS license or approval issued by the department to include, but not limited to, EMS Providers, First Responder Organizations, Education and Training Program, Continuing Education Programs, EMS Personnel, EMS Educators.

Develop and carry out investigative plan, document findings, create reports and make recommendations for action to the Enforcement Review Committee. Testify at related hearings as required. Prepare written reports of findings or activities; use computers, databases and mobile inspection technology to complete assignments and reports.

EMS Education: Inspect, survey, coordinate, approve, audit and monitor EMS education training and certification activities within the assigned area relating to any type of EMS license or approval issued by the department. Participate in assigned advisory councils.

Assist educators in development of program goals, objectives and evaluation activities. Evaluate and process license application and related documents for compliance with the applicable State laws and rules. Process training and certification data.

Evaluate instructional and skills testing activities of independent coordinators and instructors. Conduct renewal audits of license holders as assigned. Prepare written reports of findings or activities; use computers, databases and mobile inspection technology to complete assignments and reports.

EMS Providers: Inspect, survey, coordinate, approve, and monitor EMS provider activities within an assigned area relating to any type of EMS license or approval issued by the department. This includes inspection of medical equipment on EMS vehicles.

Evaluate and process license application and related documents for compliance with the applicable State laws and rules. Prepare written reports of findings or activities; use computers, databases and mobile inspection technology to complete assignments and reports. Rule Compliance Assistance:

Research, interpret and disseminate information concerning EMS laws, rules, standards, policies, rules, and definitions for EMS stakeholders or license holders. Assist EMS license holders with plans of correction, quality management, mutual aid agreements, protocol development, grant proposals, variances. Assist with assigned EMS public relations and education activities to include presentations to EMS license holders, appearances at public hearings, open forums, commissioner's court, and city councils, provide testimony as an EMS expert.

Serve as a liaison and coordinate with central office, local trauma councils and other EMS entities regarding EMS systems development. Trauma systems development, grants projects administration and public information. Prepare written reports of findings or activities; use computers, databases and mobile inspection technology to complete assignments and reports.

Other Duties: Other duties as assigned to include disaster response activities. This position may serve in the DSHS or EMS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all hazard event.

This position may on an as-needed basis, assist with a response and/or recovery effort because of their subject matter expertise and/or experience; or assist with maintaining continuity of operations. Knowledge Skills Abilities:


Knowledge of EMS laws and rules Knowledge of EMS standards of prehospital care Knowledge of how to treat a critically injured or ill patient Knowledge of the operations of an EMS provider Knowledge of agency administrative rules, regulations, policies and procedures and the ability to interpret/apply them Knowledge of modern office practices and administrative procedures Skill in relating complex information verbally and in writing Skill in the use of current computer systems and programs, including word processing, database, internet, and email Skill in proofreading and editing correspondence for grammar, punctuation, and clarity Skill in providing customer service Ability to interpret public health laws and regulations Ability to develop and implement administrative procedures and to evaluate their effectiveness Ability to perform detailed tasks with a high degree of accuracy Ability to make independent judgments Ability to exercise good judgment in problem solving Ability to establish and maintain effective working relationships with supervisors, coworkers and stakeholders Ability to deal with the public Ability to communicate effectively both orally and in writing Ability to prioritize multiple tasks and meet deadlines Ability to deal with Panels/Boards Ability to maintain strict confidentiality of cases Ability to build and carry out an investigation. Requirements:

Preferred current certification as an EMTP or Licensed Paramedic. Must possess a valid Class C Texas driver's license, or equivalent license from another state with the ability to qualify for a Class C Texas driver's license.

Employee must meet and maintains an acceptable driving record that meets the standards developed by the Texas Department of Public Safety (DPS) and DSHS policies to operate vehicles. Initial Selection Criteria:

Current certification as an EMT-P or Licensed Paramedic preferred, EMS operations experience or EMS Course Coordinator and/or Instructor experience. Application review and processing experience, quality assurance audit experience and complaint investigation experience. Additional Information:

NOTICE TO APPLICANTS: DUE TO BUDGET CONSTRAINTS, PLEASE NOTE: Hiring salary will be at the base of the salary range unless the candidate is internal in which case a 7% may be applied for a promotion or a 3.4% may be applied when the candidate is in the same salary group but different class title and job code This position may require working hours other than 8:00 a.m. 5:00 p.m. Monday thru Friday, to include some evenings, weekends and holidays as workload dictates. This position requires statewide travel. Employee must provide transportation. Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business, applicants will have their driving records checked through the Department of Public Safety and applicants must have a valid Class C Texas driver's license or equivalent license from another state.
