DUTIES & RESPONSIBILITIES:

  • Be familiar with and aware of the revised Head Start Performance Standards with emphasis on ERSEA, Family & Community Partnership and Health & Safety
  • Work with HS Director, Coordinators and staff to insure the adherence of Head Start Performance Standards, Office of Child Care Regulations, Health Department and Local Education Agency (LEA) regulations
  • To recruit children from the demographic area for centers assigned
  • To interview each parent assigned, for the completion of all forms and/or information as required
  • Assure all enrollment documents (income, birth certificates, etc.) and health records are completed prior to child being enrolled into program
  • To achieve total enrollment within a new program year and maintain full enrollment throughout the year
  • Maintain a waiting list of children to fill vacant slots with two (2) weeks of any withdrawal but not exceeding 30 days.
  • To develop and assist each family assigned, a Family Partnership Agreement (FPA), in order to establish goals and a strength assessment
  • To provide counseling assistance and direct services to families in accordance with the Performance Standards
  • Maintain accurate and up-to-date records, including completed Family files, Health information and complete all required and necessary documentation in accordance with the Head Start Performance Standards and the Office of Child Care (OCC)
  • Assist in the maintenance of materials and supplies for the First Aid Kits, located in each Head Start center, health and dental supplies as required for Head Start Performance Standards and OCC regulations
  • Perform and track non-education screenings: dental, physicals, hearing and vision
  • Educate parents in interpreting screening results and assist them in obtaining follow-up care
  • To become aware of the services available to address challenges of the families (e.g. medical assistance, food services, etc.) and assist eligible families in becoming enrolled in necessary services
  • Communicate to other community agencies the needs of Head Start (HS) families and collaborate ways of meeting those needs
  • Make parents aware of community services and resources and facilitate their use
  • Work closely with all staff concerning child and family welfare. Meet regularly with center staff to exchange information and develop ways to involve families
  • Encourage participation of Head Start families in Parent Committee, Policy Council and for all Parent Trainings
  • Help to assure better coordination, cooperation and information sharing with other agencies
  • Help Head Start parent committees to work with other neighborhood and community groups with similar concerns
  • Must provide a positive, supportive environment for families in a helping professional manner representing the HS program as a component and effective organization
  • Organize and/or facilitate required parent training and make contact with individual parents to inform them of upcoming events
  • Must be accountable for time spent in the field during work hours
  • Is familiar with and participates in the in-kind
  • Work with service area coordinators to provide Parent Education as per Performance Standards
  • Obtain necessary parent authorizations as required throughout the school year
  • Transition Activities: Provide parent and LEAs with copies of current physical exams, lead and immunization records
  • Must be able to retrieve files from storage cabinets and transport screening equipment from one site to another
  • Must be able to use a computer for extended lengths of time
  • Assure that accurate records are kept confidential; maintain familiarity of and adhere to the guidelines of HIPAA
  • Participate in Health Services and Family/Community Advisory Committees
  • Participate in triennial Program Monitoring. Annual P.I.R., Community Assessment and other required programs
  • Perform all other duties as assigned.

Requirements

QUALIFICATIONS:

  • Preferred B.S. degree in Sociology or Social Work or related fields
  • Minimum two (2) years of college level work with a major in sociology or psychology or a minimum of two (2) years experience in the field of community organization and social work.
  • Current or ability to obtain first aid and CPR certification
  • Ability to communicate (verbally and in writing) and collaborate with various professional and community groups throughout the assigned county
  • Ability to organize and delegate in an efficient manner and work with minimal supervision
  • Must have own transportation, a Valid Drivers License and be willing/able to travel
  • Must obtain and pass a physical, TB test, and criminal background check
  • Must be knowledgeable in Maryland Child Abuse laws and act accordingly
  • Must have computer skills and ability to work with Word, Excel and other database software
  • Knowledge of health, education, and social service resources in appropriate county
  • Must be able to communicate with families in a positive and understanding fashion
  • Must be able to understand and demonstrate interest in the needs of Head Start Children & Families
