Vacancies will be filled in the following specialty areas:

Human Capital Office, Office of Human Resource Strategy, Enterprise Talent Development

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Conducts or initiates analytical studies to make recommendations with respect to workforce planning

scenarios. Serves as a consultant to management and Human Resources on issues associated with the

development and utilization of skills data.

Facilitates the competency modeling team, subject matter experts and working groups through the

processes and procedures used to create the occupation structure, to identify the skills for each

occupation and to collect individual employee skill proficiency data.

Supports efforts to establish a skills database. Ensures that the skill analysis tools, taxonomy,

processes and databases maintain their viability. Documents analytical process and procedures.

Plans and oversees statistical analysis of skills data for multiple organizational purposes such as

strategic planning, occupation management, curriculum development, and career development.

Supports the work of the HR Policy Council and Career Management Steering Committee by providing an

understanding of the practical, theoretical, and philosophical underpinnings of the skills systems.

Serves as the agency subject matter expert on assessment instruments and represents the interests of the IRS

with NTEU, PMA and FMA.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT: (ALL GRADES): To be minimally qualified for this position you must have a bachelor's or higher degree from an accredited college or university with a major in Psychology.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-14: In addition to the basic requirements above, you must have one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrating a comprehensive knowledge of Industrial/Organizational Personnel psychology. Your experience must be sufficient to demonstrate the ability to develop measurement concepts and tools including written tests, methods for measuring and evaluating performance, employee attitudes, etc. This includes designing, developing, and delivering assessments used to measure specific criterion, conduct scientific analyses and studies, and to address areas of critical importance in major Human Resources programs/processes or issues in the professional field of Personnel Psychology. This experience must also include skill in the use of statistical software packages and other graphics software sufficient to conduct the above analyses. Experience at this level includes being recognized as a technical authority in the interpretation of laws, rules, regulations, and/or guidelines; developing research plans and hypotheses and implementing and carrying them through to completion; designing potential human resource solutions and developing testing plans and protocols in accordance with generally accepted psychological theories, methods, techniques, and practices; developing and conducting research projects that require the application of the latest findings and methodologies in the field of personnel psychology; and leading or managing projects with service-wide impact, and/or on a nationwide or organization-wide basis.

Education

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.   • Tour of Duty: Day Shift

  • Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
