Minimum Qualifications MINIMUM QUALIFICATIONS:

Psychology Trainee 1: You must have a master's degree in psychology from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States Department of Education/United States Secretary of Education. The psychology degree program must have been one that prepared graduates for positions treating individuals in clinical, forensic, community mental health, or school settings. Qualifying degree programs must have included coursework in psychological and behavioral assessment, and treatment modalities for psychological and behavioral disorders;

OR

Completion of graduate coursework in a qualifying doctoral level program in psychology that would be the equivalent required for conferral of a master's degree in psychology. The coursework must have prepared graduates for positions treating individuals in clinical, forensic, community mental health, or school settings. Candidates must submit an official transcript to provide evidence that such coursework was completed, or an attestation of the coursework equivalency from a qualifying accredited college or university.

Psychologist 1: Candidates must be reachable for appointment from the current Civil Service eligible list;

OR

Transfer Opportunity: Candidates must have one year of permanent service as a Psychologist 1 and be eligible for lateral transfer; OR be in a title deemed appropriate for transfer via Section 70.1 of the Civil Service Law;

Promotion: Candidates must have one year of permanent service as a Psychology Assistant 3.

Open competitive: Candidates must have a Master of Psychology degree from a regionally accredited college or university psychology degree program which prepares graduates for clinical positions in the field of psychology in a clinical, forensic, community mental health, or school setting. Qualifying degree programs must have included coursework in psychological and behavioral assessment, and treatment modalities for psychological and behavioral disorders; AND you must also have two years of supervised post master's degree experience in a clinical, forensic, community mental health, or school setting, where your primary duties were providing psychological services as described below.*

  • Qualifying experience for Psychologist 1 is considered to be direct experience with individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program, under the supervision of a doctoral level psychologist, licensed psychologist, licensed physician, licensed psychiatrist, psychiatric nurse practitioner, or licensed clinical social worker (or in the case of school psychologists with permanent certification from the New York State Education Department, working under the supervision of a school principal or similar administrator).

Non-qualifying experience include but are not limited to, experience in experimental psychology, research psychology, industrial psychology, organizational psychology, health psychology, utilization review, guidance counseling, pastoral counseling, or as a habilitation specialist or instructor of psychology.

Qualifying degree programs/majors include but are not limited to the following: clinical psychology, clinical forensic psychology, community psychology, counseling psychology, school psychology, and child psychology.

Non-qualifying master's and doctoral degrees include, but are not limited to the following: education, counseling, clinical counseling, clinical hypnosis, community counseling, educational counseling, forensic counseling, guidance counseling, human relations, marriage and family counseling, professional counseling, rehabilitative counseling, school counseling, student and personnel services, mental health counseling, psychological counseling, pastoral psychology, transpersonal psychology, neuroscience, experimental psychology, industrial psychology, and organizational psychology.

Psychologist 2: One year of permanent service as a Psychologist 2 or in a title deemed appropriate for transfer via Section 70.1 of the Civil Service Law.

Promotion: Candidates must have one year of permanent service as a Psychologist 1 or as a Psychologist 1 (Spanish Language).

Provisional Appointment: In the event that there is not a valid eligible list, candidates who meet the following promotion or open-competitive qualifications may be qualified for an appointment:

Candidates must have a Master of Psychology degree from a regionally accredited

college or university psychology degree program which prepares graduates for clinical positions in the

field of psychology in a clinical, forensic, community mental health, or school setting. Qualifying degree

programs must have included coursework in psychological and behavioral assessment, and treatment

modalities for psychological and behavioral disorders. You must also have three years of supervised post master's degree experience in a clinical, forensic, community mental health, or school setting, where your primary duties were providing psychological services as described below.

Substitution for Post-Master's degree experience:

  • Doctoral degree in a clinical field of psychology may be substituted for both the education and experience

requirements above.

  • Clinical psychology practicum, externship, or fieldwork assignment, that was completed as part of a

qualifying Master of Psychology degree program, may be substituted for one year of the required

experience.

? A practicum, externship, or clinical fieldwork assignment is defined as a direct clinical training experience in providing psychological services in an appropriate inpatient or outpatient community mental health, developmental disabilities services, forensic or community setting; which is a component of a qualifying Master of Psychology degree program and would also be listed on the official transcript.

  • Certificate of advanced study in a clinical field of psychology or school psychology may be substituted for one year of the required experience.

Experience in a clinical, community mental health, addiction treatment facility, or forensic setting is considered to be any direct care experience with individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program under the supervision of a doctoral level psychologist, licensed psychologist, licensed physician, or licensed psychiatrist, psychiatric nurse practitioner, or licensed clinical social worker.

Qualifying experience for Psychologist 2 must primarily include administering assessments and tests for diagnostic psychological evaluations or completing functional behavioral assessments; developing behavior support plans; or writing psychological treatment plans; providing psychological counseling and treatment in one or more of the following areas: mental and/or emotional disorders, cognitive disorders, behavioral disorders, mental retardation, developmental disabilities, alcoholism, addictions, substance abuse disorders, sex offender assessment and treatment, or forensic mental health.

In addition, experience in experimental psychology, research psychology, industrial psychology, organizational psychology, health psychology, utilization review, guidance counseling, as a habilitation specialist, pastoral counseling, or experience as an instructor of psychology will NOT be considered as qualifying.

Duties Description Appointments may also be made at the Psychology Trainee 1 or 2 levels. Candidates hired at the entry-level title (Psychology Trainee 1) may be advanced to the full-performance level (Psychologist 1) following satisfactory completion of two-years of service. Salary range listed below encompasses the hiring rate of a Psychology Trainee 1 through the job rate of a Psychologist 2.

POSITION DESCRIPTION:

Under the direction of the Chief Psychologist or designee (Clinical Supervisor) and/or Treatment Team Leader:

  • Provides direct services to individuals including consultation, Functional Behavioral Assessments, Behavior Support Plans, and High-Risk Behavior Support Plans as assigned.

  • Utilizes the Electronic Health Record to document assessments, plans, behavioral notes, consent processes, and related behavioral/psychological activities and services.

  • Performs initial and annual capacity assessments and determinations under a Licensed Psychologist.

  • Ensure delivery of service complies with regulations, agency policies, and ethical standards of clinical practice.

  • Trains staff and team members on the implementation of Behavior Support Plans, High Risk Behavior Support Plans, and related psychological, behavioral, and risk concerns.

  • Conducts Risk Management Assessments and provides training to staff regarding risk mitigation and safeguards for protection of individual rights and community safety.

  • Collects and utilizes data to monitor and evaluate the effectiveness of behavior management strategies and documents progress. Designs or revises behavior management strategies and plans to improve support to individuals as needed.

  • Participates in team meetings on regular basis and updates team as needed.

  • Assists Chief Psychologist or designee with dissemination of information regarding discipline specific training/conferences, changes in regulations, discipline specific policy revisions and research findings.

  • Prepares information and attends psychiatry appointments, including any follow up required.

  • Provides individual and group counseling services, as needed.

  • Provides psychological services as needed, per the direction of psychology leadership

responsibility.

Additional Comments ADDITIONAL COMMENTS:

  • NY HELPS - This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin, and you may take any promotion exam for which you are qualified.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
