The Department of Corrections is seeking a highly motivated and qualified Psychiatrist 4 for the Monroe Correctional Complex in Monroe, WA just northeast of Seattle. This is a day shift position that will require work to be completed onsite at the facility.

The mission of Mental Health Services is to provide quality medically necessary mental health care that promotes wellness to incarcerated patients.

This Psychiatrist 4 contributes to the agencies mission by providing quality mental health psychiatric services and evaluations utilizing the most current DSM for diagnostic clarification and medication management. The position also participates in crisis intervention, acute treatment, long-term management, Multidisciplinary Teams, and consultation to provide excellent patient care. This role includes clinical oversight of psychiatric evaluation and treatment for all psychiatric prescribers at MCC, as well as healthcare consultation with other clinicians, administrators, and HQ regarding the patients as is appropriate and needed.

  • Provide psychiatric evaluations, diagnosis based on the current DSM, and medication management for mentally ill patients in residential treatment or outpatient treatment settings.

  • Assess, monitor, and interpret objective and subjective data collected about patients' health status to identify patterns and variances from the desired outcomes.

  • Diagnose mental health related symptoms based on the current DSM and determine mental health outcomes.

  • Participate as a member of the multidisciplinary team (MDT) in treatment planning with primary focus on evaluation, the current DSM diagnosis, and medical management. Develop psychopharmalogical aspects of the treatment plan and share these with the MDT.

  • Ensure continuity of care: Deliver health care, defining timeframes and pathways for delivery of services and determining priorities and sequences of care to be provided based on needs and as directed by the WA DOC Health Plan.

  • Implement psychiatric plan of care by providing direct psychiatric patient care; directing others about the urgency, timeframes, and methods to deliver health care on and off site; another type or level of intervention; acting as necessary to provide orders and accomplish prescribed interventions in a timely and clinically responsive matter.

  • Analyze and evaluate the structures and timeframes for mental health service delivery; the expected effects of treatment intervention, the outcomes to be achieved, revision of the plan of care to prevent complications, and intervene to address new or emerging problems or to improve care and service delivery.

  • Obtain informed consent for treatment, respond to patient kite requests, and appropriately utilize surrogate decision-makers when patients are not competent to make their own decisions.

  • Initiate and renew referrals and prescriptions for involuntary antipsychotic medications, to include preparing referral documentation and testifying at a hearing as clinically appropriate.

  • Appropriately initiate referrals for DOC Statewide Care Review Committee (CRC); for non-formulary request of psychiatric medications when current standards indicate the medication would be beneficial.

  • Participate in release planning, including prescribing appropriate release medications and assisting in the coordination of pertinent information to health care providers for patients scheduled for community-based care.

  • Collaborate and communicate effectively both verbally and in writing to include computer and other electronic media with patients, their families, other health care providers, custody, and institutional personnel. Provide effective communication and documentation.

  • Develop collaborative relationships with staff to improve clinical work and continuity of care.

  • Solicit information to identify problems and develop solutions.

  • Ensure that plans to deliver care are implemented and revised as needed, resulting in safe, timely, and clinically appropriate service provision.

  • Legibly document subjective and objective clinical findings, the rationale, and plan for actions taken in the health record, computerized database, and on other approved DOC forms for optimal patient care. All documentation will be in accordance with policy/procedure.

  • Maintain accurate, legible, and complete records of patient care including chart documentation using appropriate format of all patient requests for medical attention, objective data collected treatment administered, and patient education provided. Assist in writing, evaluating, and revising nursing care plans and interdisciplinary treatment plans and completes other entries to support the problem-oriented health care record.

  • Protect the confidentiality of health records as mandated by law, professional standards, DOC Policy Directives, facility Operational Memorandums, and Health Care Unit procedures. Treat all health records or health information as confidential and privileged.

  • Serve as a treatment resource/consultant to other disciplines.

  • Conduct or participate in meetings on clinical and administrative policy, research programs, and treatment techniques.

  • Prepare clinical reports and correspondence on patient progress.

  • Consult with headquarters clinical representatives.

  • Confer with MDT on mental health and special needs of patients.

  • Assure continuity of care by adhering to protocols of communication when patients transfer.

  • Participate in utilization review and quality improvement process.

  • Respond to verbal and written requests from offenders and institution staff, as directed, with information or advice consistent with statutes and procedures on health care record confidentiality.

  • Actively participate in Continuous Quality Improvement Process (CQIP) program and Care Review Committee (CRC) teleconferences.

  • Participate/attend in Health Services Quality Improvement meetings & activities on behalf of Psychiatry.

  • Participate/represent facility in statewide quality improvement initiatives; share local processes and learn from other facilities; implement best practices for patient care.

  • Practice in accordance with DOC Policy, DOC formulary, and the WA DOC Health Plan.

  • Participate in formal clinical oversight according to facility DOC Health Services Clinical Oversight Structure.

  • Other duties as assigned, including but not limited to:

  • Complete unusual incident reports as directed, collect data, investigate, and complete reports necessary to the ongoing operation of Health Services.

  • Conducting in-service training for health care staff.

  • Participating in statewide committees.

  • Participating in developing or providing feedback for DOC mental health policies/procedures.

  • Provide psychiatric input in the response to resolutions.

  • Maintain DOC annual training requirements and necessary CEUs.

Required Qualifications:

  • Must possess a valid Washington State license to practice medicine and surgery.

  • Board Certified or eligible for certification from the American Board of Psychiatry and Neurology, Inc.

  • Must maintain and adhere to the continuing education requirements for the applicable professional credential.

  • Must adhere to legislation and/or law changes that may affect current licensure and/or registration requirements.

Desired Qualifications:

  • Forensic procedure/experience.

  • Corrections experience.
