Key Responsibilities:

Provide technical assistance and coordination for the OSHA Process Safety Management (PSM) and EPA Risk Management Plan for the facility. Specific areas of responsibility: schedule and facilitate Process Hazard Analysis and revalidations; ensure Process Safety Information (PSI) is effectively maintained for affected processes; oversight of Mechanical Integrity (MI) and Management of Change (MOC) programs; develop and conduct PSM training for key PSM disciplines and coordinate regulatory inspections and audits. Other areas of focus will include: promote and coordinate employee participation in PSM elements; administer action item tracking for associate PSM programs; champion new technology and design that will minimize chemical hazard risk and mitigate consequences of chemical hazard releases support in the identification and assessment of major hazards; provide guidance to the PSM Committee and implement PSM recommendations, procedures changes, etc.

Experience and Education

B.S. in Chemical Engineering, safety or related science, coupled with a minimum of 3 years of experience in a manufacturing environment, preferably chemical facility.

Functional and Technical Skills

A technical background in manufacturing with excellent coordination abilities, knowledge of OSHA PSM Standards and EPA RMP (Risk Management Program) regulations, sound understanding of engineering principles of qualitative and quantitative risk analysis/assessment, interpersonal, verbal and written communications and presentation skills is required. It is desirable to have a significant background in process hazards studies.

Job Description/Duties: * Responsible for all aspects of proposal preparation (from inquiry receipt until successful conclusion of negotiations) and submission for potential projects to ensure that bids are responsive, competitive, and complete. * Learn and maintain knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR). * Interact and coordinate with customers and internal functions: Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases (lead BWXT negotiating team for new contracts). * Negotiate all aspects of contracts. * Review all purchase orders and purchase order agreements. * Maintain positive customer relations and marketing efforts directed toward maximizing quotation opportunities. * Review and interpret customer's bid specification. Alert internal personnel to potential concerns. * Identify and evaluate associated risks with proposed projects and address these factors with management. * Manage quote process and ensure complete and timely submission of responsive bids. * Will lead BWXT team during Contract Closeout activities. Job Qualifications/Requirements: * A bachelor's degree in Engineering (ABET accredited) or Business Management/Administration is required. * Must possess a minimum of 2 years of related/comparable work experience is required with technical experience being preferred. * Demonstrated strong time management skills, organization, and computer skills are required. * Must be self-motivated with a demonstrated ability to work on multiple tasks with attention to detail. * Strong communication skill (written and verbal). * The ideal candidate will have knowledge of Government contract law, good business practices, accounting, scheduling, contracting techniques (negotiation and analytical skills) and technical competence. * Possess the ability to analyze estimates of costs for prospective work and determine the mark up and price strategy necessary to achieve and sustain profit goals; ability to learn all aspects of the business. * Knowledge of the company's product is beneficial. * Prior experience with Estimating ProPricer software is preferred.   * Must be a U.S. Citizen with no dual citizenship.
