Job Summary

Nuclear Waste Partnership, an LLC of AECOM, is seeking a

Protective Force Captain to be based in our Carlsbad, New Mexico location.

The successful candidate will serve as a Security Police Officer, Captain for the Protective Force (PF) Section at the Department of Energy Waste Isolation Pilot Plant. Responsible for the supervising, developing, and mentoring of all PF members at a Category 2 nuclear facility in compliance with DOE Order 473.3A, Protection Program Operations and other applicable regulations. Must be able to supervise and manage the Security Operations independently during times of limited staffing. Must be able to lead Security Police Officers during hostile situations and response in a tactically in an offensive/defensive manner to defuse security related threats. Must be willing to be on-call status. Respond to security/non-security related incidents and interface/coordinate with other first-responders. Investigate security-related incidents and interview witnesses, reporting persons, and victims, and complete detailed Security Incident Reports. Must be willing to conduct/supervise vehicle and foot patrols and detect unusual activities; control vehicle and pedestrian traffic and restrict access to those without proper identification and access authorization; operate government vehicles, communications equipment, camera systems, and other special purpose security equipment and systems; enforce standards of conduct and adherence to laws, orders, and regulations; ensure that daily administrative documentation is kept concise and complete at all times; maintain all daily assigned equipment in functional and presentable condition; and/or other duties as assigned by the supervisor/manager. Understand and embrace nuclear safety culture principles.

Minimum Requirements

  • Associates' degree in criminal justice or related field, plus

  • Nine (9) years of related professional experience in physical security, security or law enforcement.

  • Seven (7) years of experience managing/supervising security/law enforcement personnel.

  • Must be able pass all medical and physical standards in accordance with the DOE Order 473.3A, Protection Program Operations and Title 10, CFR 1046.

  • Due to the nature of the work, candidates must be US Citizens.

Preferred Qualifications

  • Working knowledge of DOE O 473.3A, Protection Program Operations is preferred.

  • Previous WIPP experience preferred.

The successful candidate will be a Lieutenant or Captain position and will coordinate daily Preventative Maintenance Inspections, review for accuracy, correct data and close out in the Champs system. Track and maintain shift coverage, schedule overtime coverage and process overtime requests. Coordinate replacement needs for equipment and tools that are required for continuity of the Fire Department. Act as the on-scene Incident Commander for any Fire/Medical/Hazardous Material responses. Review Fire Department reports for accuracy and assure they are completed in a timely manner. Verify Emergency Response staffing. Perform Fire Officer duties as directed by plans/procedures/Standard Operating Guidelines or as directed by the Chief of Operations. This position requires the ability to run a crew and provide daily oversight to ensure deliverables are met. Minimum Requirements * Associates degree in Fire Science or other related field plus seven (7) years of related experience, or * High School Diploma or GED with eleven (11) years of related experience. * Seven (7) years of experience in a professional emergency response organization. * Two (2) years of experience in a supervisory or management position. * A strong understanding of the NIMS Compliant Incident Command system and demonstrated effective use as the Incident Commander. * Current New Mexico or National Registry EMT-Basic license or be eligible for New Mexico EMS Bureau EMT License reciprocity. * Fire Fighter I and II Certifications * Haz-Mat Operations Certification * ICS-100, Introduction to the Incident Command System Certification * ICS-200, ICS for Single Resources and Initial Action Incidents Certification * ICS-300, Intermediate ICS for Expanding Incidents Certification * ICS-700, National Incident Management System Awareness Certification * ICS-800, National Response Framework, An Introduction Certification * Due to the nature of work, candidates must be US Citizens.
