This position utilizes a project management approach to assist internal teams with developing various types of agreements, including but not limited to RFPs, Interagency Agreements, contracts and Memorandums of Understanding. The proposals coordinator is responsible for managing RFPs through the concurrence process. This position will be responsible for ensuring RFPs are posted in a timely manner, including working with the Department of Administration to ensure compliance with policies and procedures. This role will also ensure RFPs are well written, clear and concise. The position will:
Act as the central point of contact on assigned RFPs and lead and guide the development of RFPs.
Assist in communicating key aspects of the RFP process to internal teams in order to develop adequate RFPs. in accordance with policies and procedures.
Direct RFP kickoff and debrief meetings, as well as prepare detailed proposal plans, schedules and outlines for all phases of proposal development.
Periodically reviewing RFP processes, policy manuals, templates and update as needed.
Assisting in the development of training and educational resources for internal and external stakeholders.
Is responsible for developing strategic funding priorities for DCF, including researching potential funding sources, innovative funding opportunities to expand upon or create DCF programs in support of the agency's mission. This will require engaging with community partners, researching opportunities and writing funding proposals in line with stated requirements.

Qualifications
Education: General. Bachelor's Degree in social science, business or related field preferred.
Minimum Qualifications: One year of experirence in providing direction necessary to implement the objectives of an agency, program or ogrinizational unity. Education may be subtittude for experience as determined relevant by the agency.
Preferred Qualifications: at least 1 year of experience in proposal and/or contract development for a state agency or similar private entity.

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
