The Proposal Writer & Library Administrator serves as the complete administrator for the Proposal Department, performing a range of duties including: Proposal Writer for all assigned RFP/RFIs, Complete Proposal Library Maintenance/Administration, Assistance and other duties as instructed.

Responsibilities:

  • Proposal Writer Duties

  • Adheres to all client-specific tailoring and writing style guidelines and standards in order to maintain execution excellence

  • 100% comfortable and proficient in writing from scratch, including writing tailored letters, Executive Summaries, and RFP/RFI sections as assigned

  • Responsible for the end-to-end development, coordination, and execution of every assigned proposal response by the client's deadline

  • Reviews the RFP/RFI, develops the proposal draft in its entirety, and creates the proposal schedule

  • Develops all call materials and hosts all kick-off and status calls

  • Clearly communicates all assignments; conducts appropriate follow-ups

  • Gathers information from appropriate Subject Matter Experts (SMEs), reviews, edits, and incorporates content

  • Coordinates and incorporates all final response reviews

  • Follows all Proposals Department response processes and procedures

  • Maintains services/product knowledge through participation in all trainings and meetings, and performs self-training through reading materials available, online research, etc.

  • Provides assistance in reviewing/editing other materials as needed

  • Participates in all weekly team meetings, sync ups, and other company meetings

  • Performs and assists with other duties and projects as directed

  • Library Administrator Duties

  • Complete Library Maintenance/Administration: Maintains complete, end-to-end administration and maintenance of the proposal library

  • Ensures accuracy of all content within the proposal library

  • Sort and loads new content in Q&A pairs as RFP/RFI responses are completed, ensuring all historical responses are loaded and available for searching within the library

  • Reviews expired content and updates all content to ensure completeness and accuracy of the information

  • Maintains library folder structure, including subfolders to ensure quick searching is enabled to locate content

  • Combines content where applicable to reduce library content redundancy

  • Creates new, modern content and ways to display content (testimonial boxes, new call-out boxes, resume and case study templates, etc.)

  • Seeks out information from other stakeholders to verify the accuracy of library content

  • Pulls and sends content to SMEs on a routine basis to ensure library content accuracy

  • Maintains working relationships with SMEs to refine library entries as EmblemHealth's services/products evolve

Qualifications:

  • Bachelors Degree required

  • 3-5 years of Proposal Writing experience required

  • 2-5 years of experience working with a Proposal Library required

  • 2-5 years of experience in Healthcare required, preferably with a health plan required

  • Must be able to handle an intense, variable workload that can change weekly and will include working nights/weekends on occasion in order to meet deadlines required

  • Ability to work with limited supervision and high motivation; must be a self-starter required

  • Must be proficient at internet research and general learning, with the ability to comprehend and interpret complex information quickly and accurately required

  • Must have excellent communication skills - both oral and written required

  • Must work well under pressure with very tight deadlines required

  • Extensive knowledge of Microsoft Word, Excel, and PowerPoint required

  • Excellent writing skills, with a strong ability to summarize data concisely and clearly required

  • Highly organized with strong attention to detail/consistency required

  • Qorus knowledge a STRONG plus preferred

  • Deltek/GovWin knowledge a STRONG plus preferred

  • Microsoft Visio, SharePoint, and Salesforce knowledge a plus preferred
