General Description:

This position requires a seasoned proposal professional who is skilled in formatting and editing complex technical proposals, coordinate all proposal efforts and handle administration of proposal compliance and governance in furtherance of both Government and commercial customers. May also develop, write and edit other documentation, including policies, forms and training materials. Ideal candidate is an independent critical thinker, strategic, highly organized and consumer oriented and must be able to perform effectively in a fast paced environment where multitasking and prioritizing is essential.

Essential Duties:

Point person and coordinator for all proposal activity for five distinct technical laboratories and A&S proposal inputs companywide. Includes reviewing and editing technical input from technical experts and financial input from pricing to develop all compliant proposal documentation, from drafts to final submission.

Create, manage and coordinate proposal compliance documentation in accordance with formal Government and commercial company BAAs and RFPs.

Create template documents for technical staff to lay the groundwork for unified strategic and contextualized proposal documents.

Reviews other submission documents for uniformity, consistency and format, including but not limited to technical interim and final reports, financial monthly submissions, combination reports, schedule/SOW modifications and publications.

Reviews materials from previous proposal projects and make recommendations how information may support or improve current proposal development.

Collaborates with proposal managers contracts/subcontracts administrators, and finance pricers on compliance, format, and timeline issues. Develops proposals with uniform style and voice, meeting best practices for proposal writing.

Analyzes text of proposals against narrative requirements to determine what additional resources are necessary to deliver an excellent proposal.

Oversee and update weekly proposal activity status for presentation to Executive Management.

Upon submission of final proposal drafts, catalog and maintain documentation records and for future use and compliance.

Opportunity to mentor new staff on writing skills.

Required Skills:

Applies advanced knowledge of principles, concepts and best practices and standards in the area of developing and writing material for proposals and technical publications.

Ability to translate and condense technical content for general audiences to understand. Exercises good judgment in selecting methods and techniques to determine appropriate action.

Proficient in understanding and advising on Government solicitation documentation and commercial solicitations.

Exceptional verbal, written and organizational skills and attention to detail. Exceptional organizational and analytical skills.

Professional ability to communicate effectively and build strategic relationships with both internal and external customers.

Team mentality with the flexibility to address unique issues in real-time and the awareness to know when bring in others. Possess conflict management skills.

Enjoys working in a fast-paced environment and managing multiple concurrent projects and tasks. Ability to prioritize and effectively time manage projects, schedules and workload with little supervision.

Computer skills using Outlook, Word, Excel, PowerPoint and Adobe Acrobat Pro required.

8+ years of developing, writing, and editing materials for proposals and technical publications.

Experience writing proposals for large projects that focus on research and development for both Government and Commercial efforts, especially proposals for Federal agencies.

Experience in understanding and evaluating solicitation requirements for both Government and commercial responses for compliance execution.

Required Education:

BS/BA degree required and mandatory 8+ years of in-house technical and proposal editing or similar transactional experience in a role that requires direct interaction with both technical and A&S internal stakeholders and in-house Legal.

Physical Requirements:

Must have the ability to sit for long periods of time and be able to access all locations of the company property.

Position requires office in-person attendance.

Must be able to communicate effectively and professionally with people and have a focus on customer service for internal customers.

Compensation:

The base salary range for this full-time position is $90,640 - $113,353 + bonus + benefits.
