PPD is seeking a Proposal Text Analyst to join our Global Strategic Proposal Development team regionally based.

Summarized Purpose:

With minimal guidance, prepares and reviews proposal documents that comply with established best practices for proposal development and style guide for grammar, punctuation and use of charts, graphics and diagrams. Prepares and reviews text to generate responses to client requests for information (RFIs), describing value-added differentiators and creating documents that accurately and consistently position PPD's services, products and expertise as the optimal choice for project award. May lead opportunity response activities in the absence of a designated lead, as needed.

Essential Functions

  • Creates documents and prepares responses to RFIs and RFPs from clients utilizing appropriate tools and subject matter experts to obtain data, text, and information.

  • Evaluates information and final proposal to determine that response meets client's request and follows up with contributors to close any gaps.

  • Assists designated lead with tasks defined by opportunity (i.e. competitive landscape searches, slide creation, org chart creation).

  • Analyzes documents created within or outside of PPD in order to ensure a quality standard and ensure compliance with best practices.

  • Reviews and edits, as appropriate, operational, BD, C&PD input to PPD proposals, applying value-added differentiators to create documents that position PPD to clients as the top choice for award, streamlining text to ensure an overall message and positioning.

  • Liaises with subject matter experts to establish project-specific (therapeutic, client, system etc.) context for positioning PPD's proposal to client's needs.

  • Develops library text that can be used for proposal and RFI responses.

  • Provides at least level 1 technical support of PPD systems, software and text automation used for proposal text development.

Education and Experience:

  • Bachelor's degree or equivalent and relevant formal academic / vocational qualification

  • Previous experience that provides the knowledge, skills, and abilities to perform the job (comparable to 2 years') or equivalent combination of education, training, & experience.

Physical Requirements:

  • Frequently stationary for 6-8 hours per day.

  • Repetitive hand movement of both hands with the ability to make fast, simple, epeated movements of the fingers, hands, and wrists.

  • Frequent mobility required.

  • Occasional crouching, stooping, bending and twisting of upper body and neck.

  • Light to moderate lifting and carrying (or otherwise moves) objects including luggage and laptop computer with a maximum lift of 15-20 lbs.

  • Ability to access and use a variety of computer software developed both in-house and off-the-shelf.

  • Ability to communicate information and ideas so others will understand; with the ability to listen to and understand information and ideas presented through spoken words and sentences.

Roles and Responsibilities Northrop Grumman Aerospace Systems (NGAS) is currently seeking a Proposal/Cost Estimating Analyst that will perform cost estimating supporting proposals within the Autonomous Systems (AtS) Division. The ideal candidate will have excellent communication skills, experience with complex cost modeling, experience in engineering and manufacturing estimating, project management skills, with a strong business background. The selected candidate will have the opportunity to be a key member of a very successful Proposal Analyst team on the Triton Program and future international new business opportunities located in San Diego, CA. Job Responsibilities: Lead estimator for Engineering & Manufacturing labor estimating managing data driven top down estimates for labor, material, and other direct costs based on request for proposal (RFP) requirements. Analyze specifications and Statement of Work, collect cost data from technical representatives, prepare and maintain historical cost data, calculate execution and deliverable costs using detailed schedules and historical data. Support Proposal teams to generate Supplier SOW (SSOW) and internal SOW redline reviews. Review BOEs for quality and compliance while ensuring timeliness, revise BOEs in an iterative process to incorporate changes throughout the fact-finding process, provide standardized BOE processes, tools and training to functional estimators. Develop and maintain various cost estimating models across various phased of the program including development, production and sustaining, determine requirements that drive cost, initiate and status efforts to meet affordability target commitments. Subject Matter Expert for should-cost analysis, high level parametric/analogous estimates and life cycle cost estimates. Lead the development of risk and opportunity analysis, provide standardized risk tools, analyze risk associated with each type of estimate, create maintain risk & Opportunity register and develop and support the implementation of a mitigation strategy, guide the cost strategy discussion for risk mitigation, management reserve, and margin protection. Basic Qualifications: Bachelor's Degree in business, engineering, operations research, math or related scientific field plus 6 years cost estimating experience or Master's degree plus 4 years experience in cost estimating or related experience. Ability to obtain and maintain a secret security clearance Preferred Qualifications: Experience with technical writing and Microsoft Excel skills including VBA. Experience with the Government Contracting environment with strong understanding of defense contract budgeting and cost estimating techniques, procedures and processes. Knowledge of engineering requirements, manufacturing processes, cost estimating methods, quantitative cost risk analysis and experience using Crystal Ball. Experience in combination of engineering, production, supply chain operations, parametric cost modeling, SEER modeling, and business management.
