Job Summary

We are seeking a Proposal Specialist, Government Contracts for our Government Contracts team, located Fredrick, MD.

The following are responsibilities related to the Proposal Specialist, Government Contracts:

Supports revenue growth in the government industry segment by direct or indirect participation in proposal preparation and writing, and the development, updating, and management of business specific content.

  • Responsible for independently producing content for qualifications, proposals, award submittals, presentation materials and other various proposal related collateral.

  • Analyzes and interprets Requests for Information (RFIs), Requests for Qualifications (RFQs), and Requests for Proposal (RFPs) to identify requirements for entire proposal submittal.

  • Develop solutions and make recommendations to remove any roadblocks that would prevent a milestone date from being met (i.e., changes of work scope, material shipment delays, availability of study related inventory and equipment).

  • Oversee the start-up of new projects (proposal or content) while tracking and reporting activities against established timelines. Coordinate the allocation of resources with operations as needed.

  • Liaise with business leads and subject matter experts, across the entire portfolio, towards concise content development and updating, along with accurate proposal preparation.

  • Coordinates the proposal schedule and production requirements.

  • Responsible for maintaining proposal files, including library copies, CDs, archives, and input into the shared directories / repositories.

  • Perform all other related duties as assigned.

The following are minimum qualifications related to the Proposal Specialist, Government Contracts position:

  • Education: Bachelor's degree (B.A./B.S.) or equivalent in life sciences or related discipline.

  • Experience: Five plus years related experience.

  • An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.

  • Certification/Licensure: None required, APMP preferred.

  • Other: Self-starter, ability to multi-task, excellent written and verbal communication skills, organizational skills, social awareness, and attention to detail required. Must possess analytical thinking and problem solving skills and can prioritize and re-evaluate priorities as situations change. Working knowledge of desktop publishing, presentation and other related software such as; Adobe CC, including InDesign, Illustrator and Photoshop, Microsoft Office Suite, Outlook, SharePoint, FTP sites, and video conference/sharing.

Main Responsibilities: This role will be contributing to the function independently, although working as part of a team, using own functional knowledge to provide technical guidance or coaching and allocating work to others. Is required to interact with other functions in a regular exchange of information. Provide direct support to the maintenance and management of the Facilities & Engineering (F&E) budget and associated cost centers. Provide direct support to maintenance and management of related Master Service Agreements (MSA) and Statement of Work (SOW) contracts for appropriate contracted firms supporting F&E. Provide routine reporting of budget spend relating to F&E overall budget as well as related cost center spend. Scope: * Manage Facility, Maintenance, and Engineering purchase order generation for operational expenses as well as capital purchasing. * Manage maintenance contracts to support project and maintenance-based activities * Provide timely and accurate budgeting spend through consolidated purchase order reports to management and various groups as necessary for ease of understanding and management. * Provide simplified financial data inputs for reporting departmental metrics which can be reported through visual displays with easy to understand variances. * Required to present budget and forecast material to senior leadership as well as internal staff members and broader audiences, as appropriate. Ability to interface with various levels and organizations throughout FMC * Manage and maintain required contracts including MSA's and SOW's for contracting firms working with F&E. * Utilizing appropriate tools to develop and maintain approved Contractor list leveraging resources across SHE and Procurement * Develop and maintain consolidated and effective tools that can be used by budget owners to help manage their respective budgets * Provide appropriate training on systems relating to budget management including procurement requirements, SAP PO review, and iBuy approvals and PO review. * Provide 'inspection ready' records * Demonstrated ability to work independently, meets critical deadlines, and achieves results. * Department owner of the annual budgeting and forecasting process related to vendor expenses * Proficient in computer skills and MS Office applications * Must be able to work in a fast-paced environment and be well organized. * Excellent written and verbal communication skills * Conduct activities and interactions consistent with Company values and in compliance with the Code of Conduct and supporting Policies and Standards relevant to your role.
