Loureiro Engineering Associates, Inc. (Loureiro) is seeking a Proposal Manager to add to our team in Plainville, CT.

The Proposal Manager oversees the creation of proposals for Federal government and other key market sectors of focus opportunities, focusing on compliance, quality, and strategic alignment. This role includes conducting opportunity research, assembling proposal resources and documentation, and coordinating cross-functional teams, while managing the overall proposal process.

Essential Duties and Responsibilities

  • Participate in the development of business development strategies specific to Federal government and other key market sectors of focus, to include development of strategic partnerships to offset lack of Federal contracting experience.

  • Develop capture management plans specific to Federal opportunities.

  • Support opportunity analysis to include research on decision makers, past contract history, etc. for Federal, state and municipal opportunities.

  • Participate in Go/No Go synopsis providing input/analysis to facilitate internal client decision making.

  • Lead development of Federal sources sought and proposal responses.

  • Participate in RFQ/P process/coordination with internal clients and BD coordinator/Golden Egg team.

  • Lead RFQ/P internal quality reviews to ensure conformance with RFP requirements, technical accuracy, etc.

  • Technical writing to decrease internal client time spent on RFQ/P.

  • Support creation of content to support Marketing Information Systems - i.e.: proposal components library, master resumes, master project sheets.

  • Identify and participate in industry events, trade shows and related networking opportunities specific to Federal government.

  • Support the Estimating team with administrative support in the development of the proposal.

  • Interpret bid and proposal documents and ensure that the material being generated is in compliance with the requirements of the potential client.

  • Maintain database for proposal resources including project profiles, resumes, photos, and general company narratives including safety, environmental, quality management, project management, and schedules.

  • Prepare the proposal work plan, manage assignments and collect and organize proposal content.

  • Proofread, edit and standardize proposal text and graphics for correct grammar, spelling, flow, comprehension, and style.

  • Ensure that the proposal submission deadlines are always achieved, and the proposal closeout process is complete.

Required Skills and Abilities

  • Ability to produce clear, concise, and persuasive proposal content that meets RFP requirements.

  • Ability to develop capture management plans and business development strategies specific to Federal opportunities.

  • Capability to conduct thorough opportunity analyses, including research on decision-makers and past contract performance.

  • Excellent verbal and written communication skills for internal coordination and external representation at industry events.

  • Strong attention to detail, highly organized, and the ability to work in a fast-paced environment with changing priorities.

Knowledge and Experience

  • Bachelor's degree in Technical Communications, English, Marketing, or related field or equivalent experience.

  • 10 or more years of relevant experience.

  • Strong background in technical writing, particularly in creating proposal content that aligns with client needs and RFP specifications.

  • Demonstrated experience in leading the preparation of successful proposals, including responses to RFQs/RFPs.

  • Familiarity with capture management strategies and techniques specific to Federal opportunities.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.

  • Must be able to lift up to 15 lbs.

  • Ability to operate standard office equipment and keyboards.

  • Able to push, pull, and place materials on level surfaces and overhead cabinets.
