Responsible for all duties associated with the writing, management, and production of required submissions in response to federal and commercial RFPs, RFIs, and Sources Sought notices. Emphasis on task management and the creation of written content.
Ensures that company's bid and proposal policies and procedures are adhered to; updates policies and procedures as needed.
Maintains company's master library of all proposal submissions and proposal documents (completed and in progress).
Maintains close working relationship with Division Directors and Business Development personnel.
Works with VP of Proposals to prioritize tasks and to define level of involvement in upcoming bids.
Assumes responsibility for ensuring that company's bid submissions are error-free, compliant with customer and regulatory requirements, and meet the company's high standards for quality.
Maintains up-to-date knowledge of the FAR and any other regulatory decisions that have a direct impact on federal procurement activities and shares information with relevant parties for situational awareness purposes.
Participates in BD meetings and team planning efforts as needed.
Works with team to refine production processes and institute best practices as they relate to proposal development.
Maintain regular and punctual attendance.
Analyzes Request for Proposals (RFP) and builds compliance matrices.
Works with proposal development team and division directors to articulate win strategies.
Creates storyboards, sectional outlines, and writing templates.
Sets production timelines and ensures compliance with proposed schedule.
Runs proposal meetings.
Collects technical data and manning information from Subject Matter Experts.
Researches solutions to operational requirements.
Writes all bid content (either alone or in conjunction with team members), including executive summaries, organization credentials, cost narratives, technical sections, past performance volumes, etc.
Coordinates efforts of internal and external team members to implement proposal strategy and meet proposal deadlines.
Ensures document compliance with RFP criteria, including requirements related to content, formatting, length, layout, etc.
Monitors changes to solicitation and adjusts work and proposal schedule accordingly.
Facilitates team reviews of work and revises product as required.
Edits text to ensure bid is error-free, uniform in tone and style, and adheres to company and client requirements.
Works with graphics specialist to create document visuals.
Pulls proposal together, integrating disparate components into a unified coherent whole.
Compiles and ships proposal in timely manner.
Conducts post-submission archival of proposal documents in compliance with company policies and procedures.
Performs other duties as assigned.
Bachelor's degree in English, Journalism, or relevant technical field. College degree may be waived if equivalent, extensive related experience can be demonstrated.
Minimum five (5) years' experience writing proposals for federal RFPs.
Minimum three (3) years' experience managing proposal efforts.
Experience composing technical volumes for federal bids.
Experience producing proposals both in isolation and as part of a team.
Experience applying a structured approach to proposal development.
Experience writing proposals for a variety of different industries and customers.
Experience writing and or managing proposals for a small business and/or 8(a) company preferred.
In-depth understanding of the government procurement process; ability to read and interpret federal and commercial RFPs.
Strong written and oral communication skills.
Ability to compose text that is clear, concise, error-free, and on-message without outside supervision and/or review.
Ability to think creatively and analytically; must be able to write from a blank sheet of paper.
Ability to engage in research to solve problems and find answers to questions.
Ability to write well about a subject recently learned.
Ability to coordinate multiple projects at one time and to prioritize tasks appropriately.
Ability to work under tight deadlines.
Ability to take initiative and lead projects.
Ability to work with minimal oversight and to prioritize daily workflow based on business priorities and deadlines.
Ability to maintain a positive, professional demeanor at all times.
Ability to forge close working relationships with internal customers/cohorts.
Advanced skills in Microsoft Word, Excel, and Adobe Acrobat a must, including ability to create complex tables, manipulate headers and footers, use Microsoft Word Styles for sectional headings, create table of contents, and produce written products that are visually pleasing and professional.
