Chevo is hiring an experienced Proposal Manager to join our expanding firm. Specific responsibilities including analyzing solicitations, creating proposal outlines, developing win themes, coordinating the proposal process, integrating proposal sections into master proposal files, ensuring proposal meet solicitation requirements, and reviewing proposals for compliance, grammar & spelling, consistency & cohesion, and conveyance of win themes.

Position Requirements:

  • Manage large-scale, complex proposals for government clients across defense and civilian agencies.

  • Lead proposal processes and create proposal outlines, compliance matrices, proposal schedules and provide leadership and direction to cross-functional teams.

  • Develop and use in-depth interview techniques for gathering substantive input from Subject Matter Experts (SMEs) and conduct interviews with SMEs in sufficient detail to develop compelling offerings relevant to RFP requirements.

  • Lead proposal kick-off meetings win theme development, schedule management, compliance oversight, writing instructions and team guidance, review team coordination and production oversight.

  • Write and edit material for development of proposals, qualifications statements, presentations and other assignments.

  • Reviews and analyzes solicitations RFI's, RFP's, and RFQ's

  • Act with significant autonomy in working with operations personnel and subject matter experts and subcontractors to compile and optimize their proposal contributions.

  • Perform final quality control review before proposals are delivered to the customer.

  • Perform in-depth editing of draft responses for clarity, continuity, readability, grammar, punctuation, sentence structure and spelling.

  • Participate in establishing proposal style guidelines and standards for texts and illustrations.

  • Provide leadership to teams as well as business, technical, and proposal writing training for potential proposal contributors.

  • Gather data from all members of the proposal team and assemble it into a master proposal.

  • Facilitate proposal reviews, dissemination of review comments to section writers, and incorporation of updates into proposal.

  • Coordinate proposal status tracking, production, and delivery.

  • Assist in the development of proposal graphics and coordinate graphic creation with graphic designer.

  • Maintain master solicitation documents. Distribute amendments and updates as needed.

Required Qualifications:

  • A minimum of 2 years' college credits (AA degree) with a Bachelor's Degree highly preferred.

  • Minimum five years' experience writing proposals to obtain business with the Federal Government.

  • Proposal Management experience for Federal Government Proposal Development efforts ranging in value from $5M to $30M.

  • General knowledge of Federal Government contract types (IDIQ, FFP, T&M, CPFF).

  • Excellent communication skills, both oral and written.

  • Ability to write non-technical proposal sections effectively and convincingly.

  • Strong proposal and technical writing skills.

  • Advanced knowledge of Microsoft Word.

  • Strong interpersonal relations skills, enthusiastic attitude, and excellent work ethic.

  • Must be available to work non-standard hours during peak times.

  • Ability to work under stress with tight schedule deadlines.

Desired Qualifications:

  • Association of Proposal Management Professional (APMP) certification desired.

  • Experience coordinating/managing industry-recognized proposal process (e.g., Shipley Associates proposal development process).

  • Skill and experience using graphics software (e.g., Adobe InDesign).

VIEW JOBS 6/6/2019 12:00:00 AM 2019-09-04T00:00 Overview The Proposal Manager will oversee the proposal development process and provide detailed marketing support for the Rockville, MD office of the DoD Division of Oasis Systems, LLC. The successful candidate will interface directly with senior management, executives, and business development staff with a primary focus on producing first-class high-quality proposal responses to Government issued RFI's and RFP's. In addition, other activities include but will not be limited to the following: monitor/track the pipeline of strategic business opportunities, facilitate capture plans, develop win themes and effective discriminators, and develop/implement strategic acquisition/pursuit plans to successfully win new business. The Proposal Manager must have experience in typing, proofing, editing, modifying, and finalizing winning proposals and other types of responses through the full life cycle of document development. EXPERIENCE LEVEL: At least 5 years of experience in full lifecycle proposal development. Experience in technical writing and word processing is a must. Government contracts knowledge required. EDUCATION: BS/BA degree required or an additional 5 years of directly related experience CERTIFICATIONS AND TOOLS: Excellent word processing and office software skills, specifically Microsoft Office or Office 365. Knowledge of Microsoft Project Professional and Microsoft SharePoint a plus. Experience with graphical tools such as Adobe CS a plus. SECURITY CLEARANCE: None required JOB STATUS: Full-Time, with after normal hours and weekend work required as needed TRAVEL: As needed/limited RESPONSIBILITIES: The successful candidate will perform work that applies a broad knowledge of Government Contracting and Business Development. The functions required to be performed by the successful candidate include: * Oversee/manage the proposal process for the Rockville, MD office. This includes organizing, planning, writing, editing, document formatting, updating and tracking all phases of the proposal/production process. The individual must be flexible as position demands evening and weekend work from time to time. * Review and analyze, and organize requirements to ensure 100% compliance with the Request for Information (RFI)/ Request for Proposal (RFP). * Collaborate, and work closely with the Proposal Team to understand the products or services being bid, and prepare all supporting and written documentation for the assigned proposal. * Manage and participate in all details of the proposal process and workflow including coordinating responses from off-site locations to ensure appropriateness of response. Process is expected to be performed in a timely and accurate fashion. Accountable for outcomes, quality and meeting deadlines. * Develop proposal outline, compose, design, maintain, coordinate, edit, proofread all proposals and oversee the printing, collating, binding, and shipping/delivery of all proposals. Includes desktop publishing to create and/or capture necessary graphics including screen captures, photos, process flow chart, etc. * Schedule, facilitate, participate in, and provide input for all color team reviews, to review and ensure the integrity of the assigned proposal for compliance with the RFP. * Review proposal text and provide direction to authors. * Develop and edit proposal sections, as needed. * Guide capture planning activities, participate in competitive analyses, participate in strategy reviews, and contribute to bid/no-bid decisions. * Contribute to the development of strategic proposal win themes and discriminators. * Create outlines, and define and manage proposal response schedule, compliance matrices, and cross-reference matrices for complex, strategic proposals. * Identify and analyze proposal development problems, develop solutions, and implement solutions in collaboration with senior managers and executives * As needed, collaborate proposal and marketing activities with counterparts within Oasis HQ and other company divisions. * Provide detailed marketing support oversight for the office. This includes working with management in developing outlines, producing production schedules, organizing the proposal team, assigning tasks to appropriate parties working on the proposal process, writing and editing the technical management and experience sections where feasible, coordinating and producing (word processing) as well as coordinating the finalization of the technical volume. * Works with managers and staff on researching opportunities to track and bid on and enter/monitor into the marketing database system. Researches information/marketing requests such as opportunities in the Government marketplace, internet searches, etc. Assist in the identification of new business opportunities in support of the following areas: Marine Operations, Facilities Management, Systems Integration and Engineering, IT and Intelligence and Special Programs. * Work with senior management to prioritize the responses to multiple concurrent RFP'S. * Develops and maintains accurate, current database(s) of industry contacts for mailings. * Develops and maintains a comprehensive filing system and computer database for all marketing, proposal and company history documents to be retained in the document control center. Manages the operation of the document control center to ensure that all users have the latest revision of appropriate documentation in a timely manner. * Coordinates and assists in the development of marketing materials such as brochures and capabilities briefing material. * Conducts bi-weekly Marketing Meetings, manages the marketing database and facilitates bi-weekly updates on business leads. * Provides direct management oversight of the Proposal and Business Intelligence Specialist QUALIFICATIONS: The successful candidate will have the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. Has the ability to work independently and apply the proper procedures and process related to their area of expertise. Has the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines. * At least five years of experience in the proposal development life-cycle. Experience should include supporting capture, pre-RFP, and proposal planning activities using proposal management best practices (Association of Proposal Management Professionals [APMP], Shipley, etc.). * The candidate must have excellent technical writing skills with thorough knowledge of English grammar and punctuation and the ability to assimilate technical concepts. * Government RFP understanding and knowledge required. * Experience in collaboration tools and processes (i.e., SharePoint). * Detail-oriented, self-motivated, and capable of working independently and as part of a team in a fast-paced deadline driven environment. * Must be adaptable to changing priorities, meeting hard deadlines, and working after normal hours and on weekends as required. * Excellent time management skills and ability to multi-task a must. * Organizational proficiency along with excellent oral and written communication skills. * Must be extremely organize and able to work independently. * Commitment to quality and support of process improvement and implementation * Must be self-motivated and the have the ability to organize/manage multiple tasks. * Excellent interpersonal and communication skills are a must. * Must be very well organized and able to demonstrate strong writing and word processing skills. * Graphics and spreadsheet skills a plus.
