Position Overview:

  • Manage the proposal process from beginning to end; from lead qualification to pre-RFP period readiness reviews to content development to the submission of the proposal. Coordinates the efforts of the proposal team members. Development and production of proposals in response to solicitations, including assisting Project Managers/Directors and subject matter experts by providing RFP analysis, creation of an outline of the company response, drafting or coordinating writing assignments, and ensuring compliance and consistency with RFP requirements.

Key Responsibilities:

  • For technical responses to solicitations: Plans and collaborates with others to design and develop a proposal winning strategy, deconstructs the solicitation and generates an outline, drafts or assigns content to SMEs, prepares the final response and associated attachments, distributes the proposal for review, and incorporates reviewer comments to produce a coherent, winning document. Responsible for the editorial integrity of proposals and related submissions, ensures that the technical response is compliant with the solicitation, and consistent with the business/price submission.

  • For business responses to solicitations: works with contracts and/or quoting staff to plan, generate an outline, compile the needed attachments, and ensure consistency between the technical and business/pricing submission.

  • Works with Business Development team to access, gather, collect and assess relevant information and insight to provide an advantage over competitors and create a superior value proposition.

  • Provides timely responses to Sources Sought, Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), etc.

  • Ability to generate original proposal content working with subject matter experts and business development staff.

  • Responsible for generating and reviewing marketing content as needed based on availability.

  • Maintains and updates proposal support materials such as templates, style guides and other written collateral.

  • Provides monthly reports and metrics associated with proposals.

  • Coordinates proposal team meetings and prepares/disseminates proposal-related material

Requirements/Qualifications:

  • Requires an understanding of Government and Commercial procurement and proposal processes

  • Proficiency in Microsoft Office Suite applications, Visio, Adobe Acrobat Pro, Nitro Pro, etc.

  • Requires strategic planning ability and outstanding organizational skills handling multiple documents

  • Requires ability to coordinate multiple and concurrent proposals/ projects under deadline

  • Requires excellent written communication skills, including clear written descriptions of technical, business and procedural subject matter

  • Requires ability to make editing and final copy decisions after receiving multiple inputs from staff members and collaborators.

Education/ Experience:

  • Requires a Bachelor's degree preferably in communication or biological sciences.

  • Requires 3+ years experience with proposal management, development, technical research, writing, editing, proof-reading and collaborating with subject matter experts.

  • Preferred 3+ years of experience in a technical/biomedical document production environment for a government contractor or equivalent organization.

  • Preferred experience in generating marketing content and other materials related to business development.

Specific responsibilities including analyzing solicitations, creating proposal outlines, developing win themes, coordinating the proposal process, integrating proposal sections into master proposal files, ensuring proposal meet solicitation requirements, and reviewing proposals for compliance, grammar & spelling, consistency & cohesion, and conveyance of win themes. Position Requirements: * Manage large-scale, complex proposals for government clients across defense and civilian agencies. * Lead proposal processes and create proposal outlines, compliance matrices, proposal schedules and provide leadership and direction to cross-functional teams. * Develop and use in-depth interview techniques for gathering substantive input from Subject Matter Experts (SMEs) and conduct interviews with SMEs in sufficient detail to develop compelling offerings relevant to RFP requirements. * Lead proposal kick-off meetings win theme development, schedule management, compliance oversight, writing instructions and team guidance, review team coordination and production oversight. * Write and edit material for development of proposals, qualifications statements, presentations and other assignments. * Reviews and analyzes solicitations – RFI's, RFP's, and RFQ's * Act with significant autonomy in working with operations personnel and subject matter experts and subcontractors to compile and optimize their proposal contributions. * Perform final quality control review before proposals are delivered to the customer. * Perform in-depth editing of draft responses for clarity, continuity, readability, grammar, punctuation, sentence structure and spelling. * Participate in establishing proposal style guidelines and standards for texts and illustrations. * Provide leadership to teams as well as business, technical, and proposal writing training for potential proposal contributors. * Gather data from all members of the proposal team and assemble it into a master proposal. * Facilitate proposal reviews, dissemination of review comments to section writers, and incorporation of updates into proposal. * Coordinate proposal status tracking, production, and delivery. * Assist in the development of proposal graphics and coordinate graphic creation with graphic designer. * Maintain master solicitation documents. Distribute amendments and updates as needed. Required Qualifications: * A minimum of 2 years' college credits (AA degree) with a Bachelor's Degree highly preferred. * Minimum five years' experience writing proposals to obtain business with the Federal Government. * Proposal Management experience for Federal Government Proposal Development efforts ranging in value from $5M to $30M. * General knowledge of Federal Government contract types (IDIQ, FFP, T&M, CPFF). * Excellent communication skills, both oral and written. * Ability to write non-technical proposal sections effectively and convincingly. * Strong proposal and technical writing skills. * Advanced knowledge of Microsoft Word. * Strong interpersonal relations skills, enthusiastic attitude, and excellent work ethic. * Must be available to work non-standard hours during peak times. * Ability to work under stress with tight schedule deadlines. Desired Qualifications: * Association of Proposal Management Professional (APMP) certification desired. * Experience coordinating/managing industry-recognized proposal process (e.g., Shipley Associates proposal development process). * Skill and experience using graphics software (e.g., Adobe InDesign).
