Proposal Compliance Auditor

Key Role:

Develop compliance matrices and other compliance materials to evaluate proposal compliance. Coordinate with internal capability teams to define compliance standards on all aspects of proposal responses, including technical, management, past performance, staffing, transition OCI, and quality. Present reviews to management and incorporate feedback. Contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways and resolve significant and unique issues where the analysis of situations or data requires an evaluation of intangibles. Create formal networks involving coordination among groups. Act independently to analyze methods and procedures to address proposal requirements and exercise independent judgment in methods, techniques, and evaluation criteria for obtaining results.

Basic Qualifications:

  • 3+ years of experience in a federal quality auditing, proposal development, grant development, or technical writing role, including analyzing staffing models or plans, management, past performance, and resumes for IT, systems engineering, and professional services opportunities

  • Experience with leading and coordinating diverse teams from various organizational levels from the prime, subcontractor, and consultant businesses

  • Experience in working closely with business area operations, business development leads, and pricing leads to ensure the compliance of technical, management, and cost and price strategies

  • Experience with defined business development processes, including phases and gates

  • BA or BS degree

Additional Qualifications:

  • Experience with proposal compliance audits

  • Experience with delivering project solutions to federal clients

  • Ability to build, modify, and communicate activities through cost and staffing models and standardize processes to increase efficiencies in developing and documenting staffing model solutions

  • Ability to plan and coordinate proposal resources, including people and schedules and communicate status to firm leadership regularly

  • Ability to produce schedules, templates, and other proposal documentation using Microsoft Office, including Word, Excel, PowerPoint, and Project

  • Ability to serve as a team leader to coordinate numerous major proposal efforts simultaneously, provide leadership to junior employees, and supervise the activities of others

Description of specific Duties in a typical workday for this position: * A Proposal Writer communicates in a professional, persuasive, and compelling manner. The successful candidate will have excellent research skills and the ability to convey complex ideas with authority. The main job duties involve researching, storyboarding, organizing, and writing proposal sections on a deadline. This will include conducting interviews, researching and learning new concepts or products, and working with graphic designers to develop and present compelling content. Proposal Writer Tasks in a typical workday include: * Develop, write, and edit material for proposals, reports, papers, and briefings. * Conduct quality control checks to ensure compliance with the RFP and compliance matrix. * Work closely with Business Development (BD), Capture, Operational Subject Matter Experts (SMEs), and Proposal personnel to develop compliant, compelling, persuasive, and accurately written sections for proposals and related materials. * Under the direction of the Proposal Manager, write proposal sections to the prescribed outlines for proposals and related materials. * Interview SMEs to extract detailed technical content and write persuasive, compliant, and compelling proposal narratives. * Review written sections with the Proposal Manager for accuracy and formats dictated in the Request for Proposal (RFP) and proposal outline. * Proofread and edit documents for style, consistency, grammar, and syntax, and if necessary, re-write to clarify and simplify text. * Search existing source files and use other research methods to develop technical, management, past performance, executive summaries, and other products or sections. * Assist in the development and day-to-day management of OST's Growth Operations infrastructure and develop various content libraries. * Participate in review debriefs and revise text according to the Proposal Manager's recovery plan. * Work with SMEs and graphic artist to develop conceptual images, standard process flowcharts, diagrams, and other graphics required to support written proposal content. * Collect feedback, evaluate recommended revisions, and update documents throughout the document development process. * Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; enter and monitor tracking data, coordinate requirements with contributors, and provide proposal status updates. * Further organizational goals by accepting ownership for, and accomplishing, new and different project or support requests; such as exploring opportunities or collaborating on cross-organizational projects. Position Requirements: * 5+ years of persuasive proposal writing experience. * Bachelor's degree in any one of the following areas, English, Writing, Communications, Creative Writing, Marketing, or Journalism. * Writing Skills: Proposal Writers must have a mastery of language. Great spelling, punctuation, grammar, organization, and the ability to write succinctly and distill complex ideas into simple and persuasive written content is required. * Creativity: Proposal Writers must understand their audience and creatively explain ideas with authority and persuasiveness. * Time Management: Proposals are deadline-driven and the successful Proposal Writer will write and deliver great content on a deadline. * Organization: Proposal Writers often work on several projects at once. The ability to prioritize and balance competing demands is essential. * Accuracy: Strong attention to detail and the ability to write accurate proposal content. * Federal Proposal Experience: familiar with Federal acquisition and source selection procedures; RFI, and RFP responses. * Storytelling: Must leverage value propositions, win themes, and discriminators to develop meaningful narratives and stories. * People Management and Interaction: Ability to establish productive working relationships with senior management, technical staff, external collaborators, and business development resources. * Proficient in Microsoft Office Suite, 2016 or 365. * May be required to work beyond normal business hours to meet proposal deadlines.
