Job Description:

Participate in proposal pricing activities & Cost Volume Development by providing support for all phases of the proposal process - proposal development through negotiations. Coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments in accordance with request for proposal (RFP) specifications. Research and analyze historical data, review cost input for reasonableness and develop cost models to support proposal efforts.


Required Experience and

Skills:
  • The qualified candidate will have 2-4 years of direct experience in developing follow-on business and engineering change proposals for the government or government prime contractors.

  • Experience supporting more senior pricing personnel on competitive new business proposal activity is required.

  • Understanding of government laws and regulations related to the development and negotiation of cost proposals is required (FAR, DFARS, CAS, TINA).

  • Experience working in a pricing support role as part of an overall proposal development team including business development, program management, finance, contracts and functional organizations is required.

  • Excellent MS Excel and Word skills along with proposal software experience are required.

Desired Skills:

  • Advanced level experience using Microsoft Excel (functions and formula creation) and Word

  • Customer driven cost model development using MS Excel

  • Finance/Accounting experience

  • Ability to interface with senior management

  • Ability to work in a team environment

  • Ability to develop strong working/professional relationships

  • Ability to adapt to changing requirements and schedule

  • The candidate must also be willing and able to travel up to approximately 20% to support proposal activity at other Raytheon locations as needed.

Required Experience and Education:

  • Bachelor Degree is required with strong preference for Finance, Accounting or Business major and 2 years of applicable experience OR 1 year applicable experience with related Masters' degree

The ideal candidate may be asked to participate in gate reviews and capture / proposal efforts, and be a part of the Supplier IPT. The candidate will help to facilitate relationships between Raytheon and its suppliers. A basic level of experience utilizing project management skills and techniques (including EVMS) when managing suppliers is a requirement for the position. The candidate will also be required to provide inputs for the program supplier risk and opportunity management plans.
