TESTING:

Candidates that meet the education and experience criteria and have the highest application screening score will be invited to the in person onlywritten exam scheduled for Friday, April 12, 2024.The test will take approximately 2 hours and you will be notified by e-mail through your Governmentjobs.com account. You must obtain a minimum score of 70% on the written examination to be considered for an interview.

ORAL BOARD INTERVIEW:

Your written examination score, along with the Veterans' Scoring Criteria if applicable, will determine your final score and rank on the Civil Service Eligibility Register. In order to remain on the Eligibility Register, candidates must pass the in-personoral board interview onTuesday, April 30, 2024.Candidates must pass the interview with a 70%, to be considered for the background process.

BASIC FUNCTION:

Under the direction of a Police Property/Evidence Supervisor or assigned manager, collect, receive, inventory, preserve, store, release and dispose property and evidence seized for criminal prosecutions, or held for safekeeping in accordance with federal, state laws, and City ordinances. Maintain and assist in the processing of related records and files.

Essential Duties and Responsibilities

Collect, receive, and inventory items of property or evidence collected by police officers; ensure accuracy in packaging and officer entry, enter property and evidence for storage and quick retrieval.

Secure all evidence in such a manner as to maintain the proper chain of custody, preservation, storage, and transportation for laboratory analysis, court purposes, and outside agency investigations; Testify in court on these issues as required.

Receive and store money, narcotics, and other items of a sensitive nature in an appropriate manner to ensure their security.

Track the disposition of criminal cases to determine the appropriate disposition of evidence and property according to departmental policies and state law. Interpret court orders pertaining to disposition.

Manage property and evidence in accordance with dispositions, departmental policies, and state law.

Receive, inventory and secure abandoned or found property; attempt to locate owners of property and return property to owner as directed.

Perform filing and other clerical functions necessary to maintain an orderly, clean, organized, and secure environment for the storage of evidence and property.

Destroy narcotics and unclaimed firearms following the department Manual of Standards, court orders, and statutory procedures.

Answer citizen inquiries and complaints over the telephone and in person regarding property dispositions.

Train department personal in property and evidence packaging, records entry, and other relevant policy. Assist in advising Department personnel of the laws and policies of evidential property control. Assist Department personnel in the packaging evidence for submission as directed.

Package, label and send property articles to other Police Department Property/Evidence Rooms within the United States.

Dispose of evidence and found property in accordance with established policies and legal requirements; release to court, return to owner; prepare for appropriation, donation, destroy or otherwise dispose.

Transport property and evidence to and from the station to property/evidence building for storage.

Stock and maintain the evidence processing rooms and equipment used by detectives and patrol officers; order supplies and equipment as needed; maintain evidence storage areas in a neat and orderly condition.

Test alarms systems and review security camera functionality on a monthly basis.

Perform related duties, as assigned.

Education and Experience

Education and Experience:

Graduation from high school or equivalent and 1 year of experience as an evidence technician in a law enforcement environment or closely related field. An Associate's Degree in Criminal Justice or related field is preferred.

Licenses and Other Requirements:

  • A valid Washington State driver's license and good driving record.

  • Obtain ACCESS Level I certificate within one year of employment.

  • Must be 21 years of age at date of hire in compliance with liquor and handgun laws.

Prior to employment requires submission to thorough employment reference and background investigation; submission to general medical evaluation, and drug screen; submission to FBI record check and polygraph examination. Felony conviction disqualifies.

Knowledge and Abilities

Knowledge of:

  • Federal, State and City laws, rules and regulations.

  • ACCESS - A Central Computerized Enforcement Service System

  • WASIS (Washington State Identification and Criminal History Section); WACIC (Washington Crime Information Center); NCIC (National Crime Information Center); DOL DAPS (Department of Licensing)

  • SCOMIS (Superior Court Management Information System) and DISCIS (District and Municipal Court Information System); DSHS (Department of Social and Health Services) Mental Health Division

  • WSP (Washington State Patrol) Crime Labs; King County AFIS;

  • Federal Way Police Records Management System - Spillman/Flex

  • General police procedures.

  • Chain of Custody regarding evidence.

  • Principles and procedures of storage and record keeping in a secured environment.

Skilled in:

  • Oral and written communication.

  • The operation of computer systems and equipment commonly used in an office setting.

  • Correct usage of grammar, spelling, punctuation and vocabulary.

  • Maintaining records and preparing reports.

Ability to:

  • Maintain an accurate accounting of property, evidence, and complete reports of property.

  • Understand and follow oral and written instructions and work independently in the absence of direct supervision.

  • Communicate efficiently and effectively to requests and inquiries from the public both orally and in writing using tact, patience, and courtesy.

  • Establish and maintain cooperative and effective working relationships with others.

  • Ability to effectively multitask without sacrificing quality of work to meet schedules and timelines.

Physical Effort:

Work is performed in a typical office environment with most time spent sitting, standing, or walking with noise from office machinery. May be required to drive to other locations. Required to climb ladders. Lift, move, carry, and store boxes and supplies up to approximately 50 pounds. Uses a variety of hand tools including but not limited to hammers, box cutters, and other miscellaneous small tools.

Environmental and Working Conditions:

Maybe required to respond during non-duty hours to handle evidence related functions. Maybe required to carry department issued cellphone. Office environment with subject to exposure to hazardous chemicals, materials and noxious odors from the processing, recovery and storage of evidence.
