This is what you will do

As a Property Tax Appraiser, your timely audits/appraisals of assigned real and personal property will contribute accurate data in support of the ratio study conducted in the state for equalizing property value. Your time management skills and advanced technical knowledge are essential in planning and conducting complex audits/appraisals. Although your focus will be your assigned region, you may review the appraisal work of others. Here is more of what you will do:

  • Audit financial records and prepare comprehensive reports in compliance with Uniform Standards of Professional Appraisal Practice (USPAP).

  • Conduct research and analysis for market value studies of real and personal property.

  • Assist in the training and mentoring of other appraisers.

  • Advise and assist all stakeholders on the property taxation and valuation procedures.

Here is how to qualify

  • Five years' or more professional experience in any of the following:

  • Appraising real and/or personal property.

  • Auditing and/or accounting.

  • A related business field such as selling, leasing, or buying real estate or property management.

Note__ - Your above professional experience must include one of the following:

  • Familiarity with the Uniform Standards of Professional Appraisal Practice (USAP).

  • Proficiency in determining real and/or personal property market value.

  • Auditing financial records.

  • Competence in property taxation and valuation procedures.

OR

  • Two years' of qualifying professional experience acquired in city, county, and/or state government.

_Don't meet the Property and Acquisition (PAS) 4 qualifications, no problem. The division is willing to hire at the Property and Acquisition Specialist 3 in-training level.


Here are the PAS 3 in-training qualifications_

  • Three years' or more professional experience in any of the following:

  • Appraising real and/or personal property.

  • Auditing and/or accounting.

  • A related business field such as selling, leasing, or buying real estate or property management.

Note__ - Your above professional experience must include one of the following:

  • Familiarity with the Uniform Standards of Professional Appraisal Practice (USAP).

  • Proficiency in determining real and/or personal property market value.

  • Auditing financial records.

  • Competence in property taxation and valuation procedures.

OR

  • One years of qualifying profession experience acquired in city, county, and/or state government.
    Both levels must be familiar with Microsoft products such as Excel or Word.

Preference will be given to those that possess the below qualifications

Bachelor's degree involving a major study in business or public administration, finance, real estate, economics, accounting, or related field.

Compensation

PAS4 Level:

$4,378 - $5,745 per month (Range 57) depending on qualifications.

PAS3 Level:

$4065 - $5,334 per month (Range 54), depending on qualifications.

This position will assist with leasing and disposal questions, advise customers regarding leasing and disposal transactions, route necessary reviews and develop leases. These tasks will involve working with region staff in multiple disciplines, HQ Real Estate Services (HQ RES), the Attorney General's Office (AGO) and Federal Highways Administration (FHWA). It is crucial the selected candidate understand laws and federal regulations related to leasing and disposal. This position will perform the following work: * Initiate, review, and perform property management functions related to leasing and disposal. * Develop leases and all terms and conditions. * Inspect leased properties throughout the Region and document the status of each property prior and during the lease. * Determine current fair market rent for non-complex properties. * Serve as a liaison between the potential lessee, FHWA, the Attorney General's Office, and HQ personnel. * Conduct negotiations with the potential lessee on behalf of the department and finalize transactions. * Update the Parcel Inventory Tracking System. * Record legal documents as appropriate for use of state-owned property by lessee. * Analyze complex issues, assess risk, and determine leasing issue solutions. * Utilize computer software in order to perform complex word processing, data entry, prepare spreadsheets that will be used to track progress or perform analysis. * Prepare legal descriptions & exhibits for lease of real property. * Other duties as assigned. The ideal candidate will have: * Six (6) years of experience in real estate related fields or property management activities. Years of experience may be substituted for education on a year for year basis. * Knowledge Federal Regulations; the Uniform Relocation Assistance and Real Property Acquisition Policies Act; the Revised Code of Washington (RCW) and Washington State Administrative Code (WAC) relating to leasing and disposal; and the WSDOT Right of Way Manual. * Understanding of highway access control requirements and appropriate lease language. * The ability to read, understand, and interpret technical and highly specialized written material and convey that information to technical and non-technical staff and the public. * A valid driver's license with the ability to travel statewide for extended periods of time. * The ability to obtain a Washington Notary Public.
