JOB SUMMARY

Property Manager 1 is responsible for the day-to-day operations and management of the assigned affordable housing properties. This role ensures compliance with federal guidelines, maintains property standards, and provides quality service to residents while working under the supervision of senior management. This position requires basic knowledge of HUD regulations, LIHTCH requirements, and property management principles to effectively manage leasing activities, maintain documentation, and coordinate property maintenance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Property Operations & Compliance

  • Follow federal guidelines and regulations in daily operations.
  • Implement established property management procedures.
  • Monitor HMIS system for documentation for accuracy.
  • Assists in conducting housing file audits.
  • Maintain compliance with HUD, LHC, and Home Fund requirements.
  • Maintain accurate records files and records.
  • Coordinate with vendors and service providers.

Leasing & Resident Relations

  • Prepare and execute leases and move-in documentation.
  • Conduct new resident orientation and move-in inspections.
  • Review lease terms and community policies with residents.
  • Implement lease renewal procedures.
  • Track all leasing activities.
  • Ensure pre-lease apartments are ready for occupancy.

Financial Management

  • Collect and record fees within established timelines.
  • Process deposits according to the procedures.
  • Monitor delinquent accounts.
  • Assist with implementing eviction procedures when necessary.
  • Track expenditures within budgetary guidelines.

Maintenance & Property Upkeep

  • Coordinate with maintenance staff for preventative and required repairs.
  • Follow preventative maintenance schedule.
  • Track property equipment inventory.
  • Report maintenance issues to appropriate personnel.

ADDITIONAL DUTIES AND RESPONSIBILITIES (Non-essential)

  • Assist with property assessments.
  • Support emergency response procedures.
  • Maintain confidentiality of resident information.
  • Perform related duties as assigned.

SUPERVISORY DUTIES:

  • Assistant Property Manager

KNOWLEDGE, SKILLS AND ABILITIES:

This position requires knowledge, skills and abilities equivalent to:

  • Minimum 2-3 years' experience managing apartment units
  • Requires the incumbent to have a High School Diploma or GED
  • Basic knowledge of LIHTC program, U.S. Department of Housing and Urban Development and Section 8 regulations
  • Working knowledge of Microsoft Office
  • Basic knowledge of property manager software
  • Ability to:
  • Maintain accurate records and files
  • Handle basic resident concerns
  • Follow established procedures
  • Coordinate with maintenance staff
  • Process applications and renewals
  • Conduct basic property inspections
  • Handle routine correspondence
  • Conducts monthly reporting

This position requires the incumbent to have a good oral and written communication skills ability to prioritize multiple tasks.

SPECIAL REQUIREMENTS

  • Current driver's license issues by state of residence
  • Current Vehicle Inspection
  • Satisfactory Motor Vehicle Report
  • Must be able to pass a criminal history investigation

WORKING CONDITIONS

Work is primarily performed in an office environment while seated at a desk. Dexterity is used while performing work with personal computer keyboard, calculator and other office equipment. Driving to local (frequently) and some state-wide (occasionally) functions.

This position may require the incumbent to engage in overnight travel up to 10% of the time, as well as significant local travel in and around the community appropriate to performing duties and responsibilities. As such, incumbent must have:

  • Current driver's license issued by state of residence
  • Current Vehicle Inspection decal
  • Current vehicle insurance
  • Current vehicle registration in state of residence
  • Satisfactory Motor Vehicle Report
