Some Inc., seeks a compassionate and understanding person able to perform as a Property Manager. Responsible for the overall performance of the portfolio including operations, customer service, occupancy, program compliance, resident relations and court appearance.

Position Description: The Property Manager primary function is to accomplish SOMEs mission to help those in need with compassion and respect, as well as to achieve the organizations objectives and preserve the value of the property.

Schedule: Monday through Friday, from 8:00 a.m. to 4:30 p.m. and one (1) late day per week, from 4:30 p.m. to 7:30 p.m.'

Required: H/S Diploma and 3+ years of related work experience in Property Management. Experience as a manager of Affordable Housing. Driver's License and own vehicle.

Preferred: Bachelor's Degree; 3+ years' of related work experience in Property Management, Affordable housing or related.

Knowledge, Skills and Abilities:

  • Must be familiar with housing agency regulations and have a commitment to community building.

  • demonstrated a capacity to work as an active member of a team comprised of on-site and off-site stakeholders, to participate in joint decision-making processes and to balance competing objectives.

  • Must understand OneSite database, and the workflow process, in order to operate efficiently and accurately.

  • Ability to physically inspect the property in its entirety to include walking/climbing stairs, and ability to withstand all weather conditions.

  • Must respond to after hours emergencies.

Expected Contributions

Financial Operations:

  • Achieves financial stability through cost reduction and implementing systems to reduce the delinquency rate and following up monthly with residents.

  • Monitors and oversees all PM related plans, policies, procedures, rules, regulations, soft services contracts and agreements in accordance with organizational policies.

  • Keeps track of hard services contracts. Prepares annual operating budget; monitors projections, and maintains budgetary guidelines, as well as being able to explain the monthly variances.

  • Oversees rent, security deposits, and miscellaneous income collections and reviews scheduled billings.

  • Delivers cash receipts batches weekly to the Property Accountant. Prepares and reviews all reports, including monthly management and expense reports.

  • Submit reports when due and in complete and accurate form. Ensures that residents adhere to all provisions of the Lease and community rules.

  • Ensures the accurate maintenance of resident records in OneSite and Kwiktag.

Social Area:

  • Responds to property management questions and complaints from residents.

  • Investigates property management complaints, disturbances, and violations.

  • Notifies the residents in writing of all issues affecting their tenancy. Works in collaboration with the Program Management/Social Services team. Oversees the properties tours, units showing, and marketing property amenities.

Compliance and Housing:

  • Ensures SOMEs compliance and deadlines for documentation.

  • Oversees compliance related screenings and reviews of all applications in a timely manner, preparation of lease package and lease approvals with local housing agencies, scheduling of apartment inspections and securing the acquisition of housing assistance payment contracts.

  • Supervises lease orientations and signings, plus the submission of DCHA documentation.

  • Oversees Tax Credit move-in certification and re-certification process. Responsible for putting together and pre-auditing the first year investor lease-ups files, if needed.

  • Supervises, assists and reviews the DCHA certification process. Ensures timely and accurate certification for annual and interim. Supervises processing of move-ins/outs, transfers, and rent changes for OneSite data entry. Interacts with various stakeholders.

Manage and provide day to day direction and supervision related to general operations and maintenance, life safety and security, loss prevention, tenant relations, landscaping, tenant construction and parking facilities. Essential Functions: * Develop the annual operating and capex budgets and implement the business plan at the property level including formulating and submitting quarterly accruals, budget reforecasts, providing explanations for variances and any required financial reporting. * Manage and oversee capex projects in assigned properties as required. * Develop and maintain strong business relationships with tenants, vendors and the local business community. * Actively participate in the Collections process by regularly communicating with tenants and appropriate regional staff, providing support as required. * Maintain frequent contact with tenants focusing on improving service delivery and client satisfaction. * Maintain familiarity with all sections of leases related to operating provisions, services/additional services, expenses, tenants use and landlords obligations. * Review tenant alteration plans prior to commencement of work and confirm all required documentation is obtained. * Provide additional services to tenants and enhance work order revenue. * Engage contractors and technical expertise to service the property in accordance with lease requirements and company standards. * Solicit, negotiate and administer service contracts as required. * Regularly inspect tenant spaces, mechanical areas, grounds and common areas of the property. * Meet regularly with janitorial, maintenance and security contractors to review quality of work and adherence to contract specifications. * Review and authorize purchase orders and payments to vendors in accordance with company policy. * Provide supervision and direction of staff including payroll, work assignments, training, performance reviews and disciplinary actions. * Oversee timely execution of the BP Loss Control Program and Emergency Response Planning. Ensure employees are trained, drilled and materials are updated periodically. * Investigate and report all accidents/property damage to appropriate management and authorities. * Manage property level energy use and conservation efforts. Non-Essential Functions: * Assist BP Leasing Group as required including conducting leasing tours. * Monitor the status of vendor's insurance certificate requirements. * Maintain a working knowledge of Company databases and informational/reporting tools. * Attend and participate in BOMA and industry related meetings and events. * Perform other duties as assigned. Requirements and Qualifications: * BA/BS degree required. A concentration in business administration or real estate related field preferred. * A minimum of 5 years of property management experience required. Prior Class A commercial office property management experience and familiarity with operating a multi-tenant office building strongly desired. * Certification as Real Property Administrator (RPAâ) and/or Certified Property Manager (CPMâ) preferred. * Continuing education toward LEED certification highly desirable. * Working knowledge of local building and fire codes. * Working knowledge of all building systems including but not limited to HVAC, electrical, plumbing, and vertical transportation. * Working knowledge of security and life safety protocols. * Ability to work independently and also as a productive member of a team. * Ability to organize and coordinate work efficiently, set priorities, and motivate others to do the same. * Ability to work in a fast paced environment and deal effectively with multiple, simultaneous deadlines and projects. * Strong written and oral communication skills. * Strong interpersonal skills. * Strong problem solving skills and use of resources. * Proficiency with word processing, database and spreadsheet packages to include Word and Excel. * Flexibility with schedule. NY Region Specific Requirements: * NYC Refrigeration Engineers Certification preferred. * Certificate of Qualification as High Rise Fire Safety Director preferred. * Certificate of Qualification as Emergency Action Director preferred. DC Region Specific Requirements for Secured Sites: * Employment is contingent upon the successful receipt of the necessary Government security clearance (Red or Green Badge) as required by the tenant at specific buildings.
