Overview

The Residential Property Manager reports to the Senior Portfolio Manager and executes on all aspects of the management services delivery for the assigned portfolio. The individual in this position will provide hands-on oversight and be accountable for all aspects of the property's operations, including resident satisfaction and retention, supervision of building staff and vendors, repairs and maintenance and overall financial performance of the property or portfolio.

Responsibilities

  • Oversee, maintain, and physically inspect all designated buildings and properties on a regular basis.

  • Coordinate ongoing maintenance and inspections to comply with all relevant laws, codes, and company policies.

  • Negotiate and complete lease renewal paperwork according to all city and state housing laws

  • Monitor and enforce the terms of all lease agreements, the billing and collection of rents and other tenant charges in compliance with all aspects of lease administration including critical date master scheduling, lease notification and renewal notices.

  • Ensures all residents living in buildings meet compliance and eligibility requirements as established by the appropriate local, state and/or federal agencies. Address any non-compliant issues swiftly and appropriately.

  • Submit annual HPD and DHCR registrations for all required properties.

  • Manage and cure HPD violations, corrections, and dismissals.

  • Address tenant complaints, violations and all issues / requests that may arise.

  • Manage and supervise building staff, including oversight of scheduling and facilitating maintenance with vendors, tenants and the like.

  • Oversee the selection and performance of vendor services, including preparation of request for proposals and service agreements.

  • Monitor vendor performance to ensure compliance and standards established in the service agreement are being met.

  • Prepare the annual operating budget, including capital expenditures and report on financial performance regularly, including but not limited to variance explanations and reforecasts.

  • Maintain a strong relationship and regular interaction with Property Owner/Client to ensure that objectives are being met.

  • Supervise and assist with accounts receivable and accounts payable, including collection of rent, accruals, payment of expenses (invoice processing), common area maintenance estimates, true-ups, reconciliations, compliance with lease terms, and preparation of all related documentation.

  • Perform property inspections on a regular basis and make recommendations to maintain and enhance the asset.

  • Maintain and support the compliance of property safety standards and building codes.

  • Assist in the Fire and Life Safety training and maintain the building emergency response plans and procedures, along with its related documentation of compliance.

  • Document and track all certificates of insurance from vendors and tenants.

  • Maintain accurate and pertinent information for vendors and tenants.

  • Prepare correspondence and memos to tenants and vendors.

  • Establish and maintain positive relationships with internal and external tenants and vendors.

  • Coordinate with leasing brokers to quickly turn around vacant space and maximize occupancy and positive cash flow.

  • Keep current on all developments in the local commercial real estate market affecting current or potential value of the portfolio.

  • Available to handle emergencies and critical matters outside of regular business hours.

  • Support and provide leadership in a commitment to achieve AY and client expectations for service and business objectives.

  • Consistently uphold and apply the company's policies regarding appropriate professional behavior to ensure that the values of the firm are exhibited by the actions of the staff.

  • Keep current on all developments in the local real estate market affecting current or potential value of the portfolio.

  • Perform other related duties as requested.

Qualifications

  • A minimum of 5 years multi-family residential leasing and property management experience within New York required.

  • Accredited Resident Manager or similar designation is preferred.

  • Real Estate Salesperson License Required.

  • Required certifications or licenses preferred, or the ability to obtain within one year.

  • Tax Credit, Section 8 and/or Public housing experience required.

  • Bachelor's Degree, preferably in business, real estate, or finance.

  • Strong understanding of financial terms and principals and possesses the ability to analyze and conduct complex financial and business decisions.

  • Proficient in Yardi, Payscan, Microsoft Outlook, Word, Excel, PowerPoint, Teams, Adobe Acrobat, Dropbox, Box, Angus Anywhere and BuildingLink.

  • Experience with BuildingLink, Angus Anywhere and similar computerized maintenance management systems (CMMS).

  • Ability to express ideas clearly in written and verbal communications, with the capability to create complex financial and business-related documents.

  • Strong organizational skills and detail oriented.

  • Ability to travel within the NYC area and cover multiple assets or sites

  • Proven record of providing excellent internal and external customer service.

Job responsibilities include, but are not limited to, the following: * Responsible for the daily management of two Mitchell-Lama properties. * Oversee all aspects of building management while acting as a liaison between the Board, tenants and the Company. * Supervision and training of building staff members (union and non-union). * Work closely with city and federal agents and maintain knowledge of various government agencies and procedures. * Supervise the lead maintenance person in the keeping of preventative maintenance logs, boiler and boiler room logs, supply and parts inventories, and other required records. * Attend board, housing company committee, and general tenant/shareholder meetings. * Track Department of Buildings and Environmental Control Board violations. * Review the arrears report each month to determine the appropriate actions to be taken and work closely with the Landlord/Tenant attorney in the initiation and follow-up of court cases. * Communicate with vendors effectively. * Approve invoices for payment, and assure they are entered into the financial system. * Must maintain a calendar of reports to be rendered to the housing company board, the supervisory agencies and the City of New York, and make sure they are rendered in a timely manner. * Must have a general feel and understanding of potential capital improvement projects and the required reports, permits and paperwork that are required to assure the project's success. * Assure that all service contracts are properly executed, all required insurance policies and permits are obtained, and contracts are approved by the supervising agency. * Responsible for handling emergency situations and crisis management. * Interface with all internal department personnel (accounting, compliance, closings, etc.). * Maintain and organize electronic and paper tenant and building files. * Respond to all communications (phone, email, etc.) in a timely and professional manner. * Be familiar with critical provisions of client management contracts. * Maintain substantial compliance and follow Property Management Best Practices, particularly FSRconnect. * Load tasks onto the resident/building database, FSRconnect, in Task Administration within 48 hours of any board or annual meeting.
