The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port's jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter's Point in the southern part of San Francisco, to Fisherman's Wharf in the northern part of the City.

The Port's diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Role description

Under general direction, the Commercial Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses. Responsibilities may include an assignment that focuses primarily on leasing activities or a combination of property management, leasing and special events coordination.

The essential functions of this position include:

  • Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.

  • Negotiates leases, lease renewals, contracts, license agreements and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.

  • Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.

  • Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port's neighbors and tenants while protecting the Port's interests.

  • Initiates work requests for repairs and improvements for both leased and unleased property with the Port's Maintenance Department.

  • Reviews the aging report with the Collections Officer to determine next steps. Position requires the negotiation of payment plans, settlement agreements and the drafting of demand letters, default notices and 3-day notices, along with the review of tenant ledgers to assist with reconciliation of tenant accounts and preparation of miscellaneous billing forms.

  • On behalf of Port Real Estate, reviews and provides comments to plans submitted for building permits, acting as a liaison between tenant and Port building inspectors.

  • Markets Port commercial property, which includes office, industrial and retail sites in accordance with Real Estate Division goals to maximize the value and utilization of the Port's assets.

  • Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management's evaluation and appraisal of proposed projects.

  • Maintains accurate property management records by preparing lease abstracts to document key lease provisions for the Port's file and drafting letters to document events, occurrences, agreements, and understandings regarding tenant issues.

  • Assists the Special Event Coordinator with assessing potential impacts of certain events on Port tenants. Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.

  • Responds to complaints regarding the facilities, noise, traffic, trash, etc.

  • Performs other related duties and responsibilities as assigned.

How to qualify

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Three (3) years verifiable experience in commercial and/or industrial real estate property or asset management or in the development of financial agreements/transactions related to mixed use commercial or public/private development projects.

Please Note: Experience limited to apartments, condos, single-family homes or other residential property management will not qualify.

License and Certification

Possession of a valid California driver's license (to be presented at time of appointment). Employees must be insurable under the Port's automobile liability insurance. Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The Ideal Candidate (The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring):

The Ideal Candidate has knowledge and experience in commercial real estate lease negotiations, administration and compliance; commercial property/asset management procedures; and related sales and marketing principles. Additionally, the ideal candidate would have the ability to analyze the economic feasibility of proposed property uses, problem-solve, establish and maintain cooperative business relationships, and communicate effectively both orally and in writing.

Additionally, the ideal candidate will be a champion of Port's efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port's Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)

This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation: (Weight: 100%)

Qualified candidates will be invited to participate in a written examination designed to evaluate the candidate's relative knowledge, skill and ability in job related areas, which may include but not be limited to knowledge of lease negotiations, administration and compliance, property/asset management procedures, and sales and marketing principles; ability to analyze economic feasibility of proposed property uses; ability to analyze complex situations and problem-solve; maintain cooperative business relationships, and to communicate effectively both orally and in writing, including the ability to interpret and explain policies and to conduct difficult negotiations, interact effectively, courteously and tactfully with tenants, stakeholders, Port and outside agency staff and general public

Failure to complete these steps by the established deadlines will result in disqualification.

A passing score on the Training and Experience Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification Rule:

The certification rule for the eligible list resulting from this examination will be Rule of Three Scores, pending approval from the union for an expanded certification rule.
