OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of 78 District agencies. In addition to contracting and procurement services, OCP's Surplus Property Division collects, manages, and reuses District-owned and federal surplus property.

The Office of Contracting & Procurement supports the District with acquisition support services and may support positions in the following functions:

The Strategic Logistics Center provides a wide range of mission-critical services to OCP divisions and the agency's customers. This division executes agency acquisitions, maintains facilities including risk management, and administers the OCP fleet management program. Further, this division manages the District's property disposal program, and in collaboration with OCP's Procurement Division, coordinates acquisition efforts during declared emergencies.

Duties and Responsibilities:

This level Specialist is assigned basic to intermediate levels of work within the job series and applies knowledge, judgment, and interpersonal skills, to handle all activities associated with servicing an assigned set of smaller, less complicated agencies, to handle all aspects of personal property acquisition, disposal and liquidation. Major duties of the Specialist II include:

Developing the disposal plan for assigned agencies that will include, cost benefit analyses, terms and conditions, and other requirements for basic disposal or liquidation; developing end-to-end property acquisition and disposal strategy; reviewing all requests from assigned agencies for completeness, accuracy, and compliance with District and agency policies and procedures; determining the types of disposal processes to be used and preparing required justification;

Gathering, compiling, and tabulating requests; evaluating liquidation price quotes, and comparing to specifications; researching vendors and evaluating their ability to provide quality services; selecting or recommending the most advantageous proposal and drafting final contract requirements;

Conducting market place analyses to construct pricing arrangement, subcontracting policy, and similar considerations; preparing and maintaining current acquisition plans, milestone charts, and related schedules; using assigned systems and tools (e.g. PASS) to input, track and report on work items.

Qualifications and Education:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (CS-11) in the normal line of progression for the occupation in the organization.

The work is sedentary, but there could be some walking required during visits to contractor facilities.
