The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR's mission supports that of the department by protecting Oregonians' access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is eligible for fully remote work once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

Here's what you will do:

As a Property and Casualty Forms Analyst, you will research, analyze, and evaluate the application of insurance laws, regulations, bulletins, and case law to the insurance product filings for making a determination of compliance. Duties include:

  • Reviewing the rates and forms filings of insurers and rating organizations transacting business in Oregon within the time limits according to the assigned product areas

  • Reviewing other insurer documents related to policies and certificates issued to consumers

  • Serving as technical support related to health insurance products within the division, to the industry, and outside the division as appropriate

Here's what you need to qualify:

Minimum Qualifications:

  • Five years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.

NOTE: College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Requested Skills:

  • Experience reviewing or creating insurance forms and communicating insurance terms

  • Ability to analyze and understand regulations and regulatory guidance such as federal law, Oregon statutes, Oregon administrative rules, and insurer contractual language

  • Technical writing, including the ability to provide clarity in documents with regulatory language

  • Excellent team-oriented interpersonal skills
