Northrop Grumman is seeking an experienced Property Administrator Level 2 to join our diverse team. This position is located in (Rancho Bernardo) San Diego, CA.

Oversee, manage and analyze activities associated with asset business systems to ensure company, customer and US Government property located on site and at subcontractors are managed in accordance with applicable regulations and policies to achieve best value and operational excellence. Maintains property accountability records and determines condition and arranges disposal of surplus or obsolete material or equipment. Conduct internal and external property assessments and analyze results for financial and operational purposes; provide guidance on contracts and regulations pertaining to property life-cycle management; develop, recommend, and implement property management policy; and prepare periodic and special purpose reports relative to matters such as taxes, leasing, insurance, facility usage, etc.

Essential Functions:

Perform functions related to the management/ administration of customer and company-owned property. These tasks include but are not limited to the following:

  • Conduct and coordinate physical inventories

Updates and maintains accountability records

Collaborates with other departments, examples include:

  • Works with property focal points to ensure accountability and identification of assets

  • Provides guidance on government regulations pertaining to property accountability

  • Determine condition of assets and arrange for disposal

Provide various Ad Hoc material and tagged asset reports

Preparation/execution of contract transfer documentation

Assist in the preparation and submittal of property financial reports

Assist In contractor self-assessment AuditsConduct property audits at supplier sites, as necessary

Ensure the timely closeout/disposition of property

Additional assignments may be given to assist other team members, as necessary

Basic Qualifications:

Bachelor's Degree
3 Years Related Property/Asset Management Experience or transferrable experience OR a Master's Degree with 1 year of experience.Must Have Ability To Obtain A Security Clearance Proficient In Microsoft Office (Especially Excel And PowerPoint)

Preferred Qualifications:

Knowledge FAR/DFARsSome Travel May Be RequiredNPMA Certifications (CPPS, CPPA, CPPM)

  • Ability to interpret and formulate independent judgment based on federal regulations - Federal Acquisition Regulation 52.245-1. Experience with industry leading practices, techniques and standards as they pertain to Property Management Basic knowledge of enterprise resource planning software suites such as SAP or Oracle
