Summary Objective:

This critical role serves as the vital communications link between the public needing help and emergency services response. This entails a candidate to be able to work independently in a high-stress environment while receiving and evaluating incoming emergency and non-emergency requests for law enforcement, Fire, and Emergency Medical Services (EMS). The candidate will triage those requests for service, providing guidance and assistance to the public in life-safety situations and coordinating appropriate responses to high-risk, high-stress operations, with the objective of keeping all participants safe.The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Triages incoming emergency and non-emergency calls from various sources such as wireline, wireless, text or video.
  • Ascertains incident information by obtaining and verifying caller information and location, determining the nature of the incident and all pertinent call-related information.
  • Documents emergency information provided by the caller into the Computer Aided Dispatch System (CAD).
  • Provides lifesaving pre-arrival instructions to callers in emergency situations such as childbirth, cardiopulmonary resuscitation (CPR), active shooter or hemorrhage.
  • Works mandatory overtime.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High School Graduation or GED equivalent.
  • MUST BE A CURRENT, REGULAR EMPLOYEE OF EMA/METROSAFE.

SPECIAL CERTIFICATIONS AND LICENSES:

  • Must be a US Citizen.
  • Must be a minimum of 18 years of age.
  • Applicants who have used, possessed, bought or sold marijuana within one year of application or have used, possessed, bought or sold any controlled substance or narcotic drug without a prescription within six years of application will be disqualified.
  • Must not have been convicted of a felony.
  • Misdemeanor convictions will be considered on an individual basis.
  • Must submit to a pre-employment suitability assessment.
  • Must submit to a pre-employment polygraph test.
  • Must submit to fingerprinting for criminal history check.
  • Must work a varied schedule including nights, weekends, holidays and overtime.
  • Must submit to a pre-employment drug screening.
  • Must submit to a pre-employment audiogram.
  • Must be certified as a Law Enforcement Telecommunicator and LINK/NCIC Basic operator (Full Access) in the state of Kentucky or obtain within six months of employment.
  • Must be certified as an Emergency Medical Dispatcher and in Basic CPR from an American Heart Healthcare CPR Provider or obtain within six months of employment.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
  • Will work long shifts, up to 16 hours per workday.

ESSENTIAL SAFETY FUNCTIONS:

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.

This is a union position and all union employees pay fair share to the union whether or not they elect to be a member. Shift selection, vacation bidding and overtime are all covered under the union contract. As shift selection is based on seniority, new hires typically start on evening or overnight shifts. It can take several years before a daytime shift becomes available. The Communications Center is a 24/7 operation which mandates employees work on holidays if it should fall on their rotation. Overtime is mandatory and can extend shifts up to a total of 16 hours with little or no notice.
