H2 Performance Consulting (H2) is seeking a Project/Program Manager III to support the Naval Info Warfare Center Atlantic’s Data Center and Cloud Hosting Services and Enterprise Systems. The Project/Program Manager will be responsible for overseeing, directing, and coordinating all contract and task order support activities. This role demands a strong background in program management, technology assessments, systems design, and a thorough understanding of Federal Acquisition Regulation (FAR) and DoD procurement policies. Experience with C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) or similar programs is highly desirable.
The Project/Program Manager III responsibilities will include:
- Perform as the single point of contact for a task order performance
- Develop, implement, and enforce standard methodologies
- Support operations, initiatives, concept development, strategic planning, mission alignment, and control functions.
- Align IT requirements with mission operations.
- Develop and implement enhanced governance capabilities.
- Oversee, direct, and coordinate program upgrades and performance improvement initiatives.
- Plan, coordinate, analyze, implement, and control work execution.
- Developing presentations to enhance customer understanding of activities, accomplishments, and initiatives.
- Report and analyze cost, schedule, and performance per task, provide current task status to include gaps in actual vs planned activities, develop and submit monthly CDRLs, and conduct monthly IPRs.
- Consolidate and integrate Project Management activities, tasks, milestones, documentation, and artifacts into a Project Management structure
- Develop and align task execution backlogs, prioritize work and capabilities to satisfy requirements.
- Time box work execution activities to concretely define task execution in alignment with customer requirements.
- Create Project schedules and track POA&Ms
- Develop internal and external communication plans for each project supported
- Create a staffing management plan by developing and monitoring project roles, responsibilities and skills.
- Develop risk assessments for each project and metrics for the risk implications.
- Capture requirements, analyze and dissect problems, manage scope, refine designs and policies, managing changing requirements, develop technical aspects and constraints.
· Maintaining historical records in designated systems
· Support organization metrics for continuous improvement of Business Intelligence
Qualifications and Education Requirements:
- Clearance: Minimum SECRET clearance
- Education:
- Bachelor’s Degree or Higher in an information science or engineering related field.
- Project Management Professional (PMP) or Program Management Professional (PgMP) Certification or be Certified DAWIA Advanced/Level 2-3 in Program Management.
- Experience:
- Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support.
- Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Individual shall have written and oral communications abilities commensurate with this management role.
- Five (5) years as manager of an enterprise data center or cloud hosting project. Individual shall have notable experience supervising and/or mentoring of lesser experienced personnel.
- Working knowledge of resources and tools, including but not limited to Agile, Scrum PM, M.S. Teams, Git, Jira, Confluence, and ServiceNow, to help manage projects and provide business operations deliverables
