Project Supply Chain Manager, Services, Supply Chain

Objective

Assist in the innovation and deployment of the standard ways of working within the umbrella of Alstom's Logistics organizational structure, both Functionally and Operationally and to assure physical, informational and financial flows are aligned.

Therefore the aim is to define the optimized external (from suppliers to Alstom site, from Alstom site to customer) and internal (from warehouse to production space) material flows and finished goods flows.

Mission

Responsibilities and Accountabilities

Project Mobilization:

  • Ensure all the logistics conditions and costs are taken into account during any future Business Awards

  • Participate in monitoring the Part Maturity Follow Up (PMFU) list and alert Project Management in case of material that will miss deadlines or scheduled timelines.

  • Monitor Supply Chain related Key Performance Indicators (KPI's). Logistics Specifications and Dashboard: Sortie, BDIs, Purchase Requisition, Purchase Orders, forecasted missing parts.

  • Set up the Project Supply Chain metrics: spreadsheets or files to monitor the delivery of material supporting initial and serial build.

  • Ensure the Supply Chain financial requirements are taken into account at the Project initiation.

  • Capability Deployment

  • Master Spares List/Maintenance Plan

  • Special Tools/Driver Simulator/Trainscanner maintenance support

  • Industrial Strategy Localizing of Repairs and In service overhaul

Project Production/Execution:

  • Organize the Project Supply Chain team

  • Participate in the Change Control Board (CCB), ensure all logistics aspects are taken into account and with respect to effectiveness

  • Participate insourcing/resourcing meetings, ensuring coverage between old and new Suppliers

  • Define and publish action plans related to critical suppliers performance

  • Secure supplier commitments meet capacity demands and their possible reaction to increased production rates

  • Monitor Logistics related costs and expenses and propose cost reduction options to the Project Supply Chain Work Package

  • Identification of Risks & Opportunities with transparency to the Project(s)

  • Integration of the Acela Program to ensure supply chain activities for both NGHST and Acela are accommodated and executed effectively

Material Planning:

  • Plans, organizes, directs, and controls activities related to the material planning function including but not limited to:

  • Coordination and facilitation of forecast and demand planning reviews and entry into the ERP in alignment with NAM(North American) Services strategy while providing high performance to the Units, Sites and Projects for the assigned areas of responsibility.

  • Maintains, measures and improves inventory stratification objectives

  • Maintains, measures and improves target inventory turns and budgetary levels

  • Master Data Managements within the ERP

  • Placement of Purchase Requisitions: Accurate, timely and measurement of processing times.

  • Placement of Stock Transfer Orders: Responsible for the placement of and measures the execution of plant to plant stock transfers.

  • Comprehension of the "Plan" from a given customer, program, project or area of responsibility. Communicates the plan to the stakeholders. Reports on the status the "plan" to the Units, Sites and Projects for the assigned areas of responsibility.

  • Identifies and communicates any risks in achieving the "plan" to the stakeholders.

  • Assure MRP functionality is maintained and consistent.

  • Prepares and deploys procedures and work instructions related to the material planning function AS PER CENTRAL NAM STRATEGY.

Production/Repairs Control:

  • Plans, organizes, directs, and controls activities related to the production/repairs control function including but not limited to:

  • Master Production Schedule entry and maintenance

  • Work Order generation, scheduling, release and monitoring proper and timely closure

  • Missing parts management

  • Line Feeding

  • Consumption tracking and feedback to the Industrialization group

Logistics:

  • Plans, organizes, and monitors with site management activities related to the logistics function including but not limited to:

  • Functionally deploying standard WoW with the Warehouse teams assuring:

  • Proper storage and protections

  • Cycle Counting and Inventory Accuracy

  • Reinforcement of material movements within the ERP

  • Transportation Costs & Monitoring DBE/SBE commitments

Candidate Requirements

Educational Requirements

Bachelor's degree (B. A.) from four-year college or university, or equivalent combination of education and experience.

Experience (Essential Functions)

  • Minimum 5+ years of Material, Production and/or Supply Chain Planning.

  • Three to five years related experience and/or training in a related field such as Purchasing, Sourcing, Logistics or other Supply Chain role.

  • Fluent in English.

  • Experience in SAP

  • Ability to negotiate

Working Conditions (Industrial/Environmental)

Norm: Office with occasional involvement into Warehousing areas.

Travel: 10% or less
