Job Responsibilities

This position is accountable for corridor, design, and combined location studies for highway improvement projects on the annual and multi-year construction program.

This position reports to the Studies and Plans Senior Unit Chief. Reporting directly to this position are two Location and Design Report Technicians and zero to three seasonally assigned personnel.

The incumbent is a member of an interdisciplinary study team who reviews alternatives for both new highway systems and the rehabilitation or reconstruction of existing highways. Social, economic, aesthetic, and environmental impacts of the proposed alternatives are evaluated in the preparation of various reports and are presented to elected officials and the public. The results of the reports and public involvement are used as a basis for determining the most feasible alternative for constructing new highways or improving existing facilities.

Some typical problems encountered by the incumbent include resolving the alternatives to be evaluated in project studies and establishing priorities for the most efficient utilization of personnel. The incumbent also resolves technical and procedural problems encountered by subordinates in their development of project study reports. The greatest challenge of the position is developing location studies for the ultimate determination of the most cost-effective design and communicating the results to other state and federal authorities as well as to the general public.

Many of these studies involve making value engineering determinations before a recommendation can be made as well as making engineering judgments for recommending deviations from design standards. The incumbent personally directs the preparation of location studies and recommends alternatives to the Studies and Plans Senior Unit Chief. In addition, the incumbent prepares legal notices for publication, prepares exhibits for public involvement events, and reviews studies made by consultants and local agencies. This position also reviews environmental studies for compatibility with engineering alternatives and makes field reviews of project sites to assure completeness and accuracy of location studies.

Job Responsibilities Continued

The accountabilities of this position are accomplished with a staff of two Project Studies Technicians and zero to three seasonally assigned engineers and technicians, the number depending upon the studies in process. They also prepare plan and profile studies, cost estimates, detour reports, and construction phasing details.

The incumbent operates within the guidelines of the Illinois Department of Transportation's Bureau of Design and Environment Manual. It is often necessary to make judgments to interpret which guidelines are applicable. This position takes independent action in the development of engineering alternatives in the location studies and makes recommendations for coordinated phasing with other projects.

The incumbent informs their supervisor of unique engineering problems and/or sensitive areas of study with a recommended course of action. The location studies inherently have unique problems and are, at times, sensitive in nature so appropriate discretion is required.

In performing these functions, the incumbent deals with the central Bureau of Design and Environment and the district bureaus of Operations and Local Roads regularly and with the Federal Highway Administration and other districts and central bureaus on an as needed basis. The incumbent deals with the general public as required.

The effectiveness of this position is measured by the accuracy, completeness, and timely submission of the studies and reports.

Principal Accountabilities

1.Prepares the engineering sections of corridor, design and combined location studies in accurate and timely manner.

2.Prepares alternate designs for location studies.

3.Reviews location studies prepared by consultants and other agencies for completeness according to policy and procedures.

4.Responsible for complying with the various department policies to prepare project studies for approval.

5.Assists with informational meetings and public involvement to describe projects.

6.Trains, motivates, and evaluates subordinate personnel.

7.Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

8.Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree in engineering from an ABET accredited college OR master's degree in engineering OR Engineer Intern license in the state of Illinois.
  • 43 months of civil engineering experience.

Preferred Qualifications

  • Strong oral and written communication skills.

  • Computer skills, including Microsoft Office and CADD.

  • Working experience in studies and plans, and construction.

  • Knowledge of the policies and procedures that govern the design of highway projects.

  • Ability to analyze and solve highway engineering problems.
