Responsibilities

Under minimal supervision, independently plans and carries out complex and high-level (often

of a highly confidential nature) projects to achieve stated objectives. Supports the planning

and direction of project schedules and budgets. Supports the management of project activities

generally within a department or functional area. Projects may include cost studies,

assessments of operations, methods, and procedures, and reviews of organization structures.

  • Performs needs analyses to identify areas for study or opportunities for new programs.

  • Develops project or program goals and strategies.

  • Determines methodology and development plans. Develops estimates of cost, time,and resource needs.

  • Collects data from a variety of sources, evaluates and interprets data, and drawsconclusions. Conducts cost/benefit analyses.

  • Prepares and presents reports or program proposals which include recommendationsand supporting arguments. May present reports to corporate level audiences.

  • Develops and implements processes, information systems, and performancemeasurement systems. Manages program performance by evaluating performance tostandards and implementing corrective actions.

  • Serves on committees and represents the viewpoint of management.

  • May supervise the work of other individuals within department or functional area.

  • Performs other duties as directed.

Qualifications

  • University degree in Business Administration or related field plus generally 6 years of directly related experience.

  • Demonstrated ability to independently identify needs for projects or programs, formulate objectives, plan and execute projects and/or programs, and manage programs.

POSITION SPECIFIC DUTIES: Under limited supervision in the Division of Intermodal – Transit Program, the Transit Project Manager performs work of moderate to considerable difficulty in the planning, analysis, administration, and management of the specifically assigned Federal Transit Administration (FTA) 5303, 5304, 5307, 5311, and 5339 Program(s). The Transit Project Manager provides and ensures oversight, compliance, professional support, and management of federal, state, and local funds and regulations for assigned sub-recipients and FTA Program. The Transit Project Manager performs functions in the Intermodal Division as the liaison between the Georgia Department of Transportation and assigned sub-recipients regarding transit throughout the state. The Transit Project Manager coordinates compliance efforts between the Transit Program and the sub-recipients. The Transit Project Manager monitors scope, budget, and schedule for assigned projects and programs to maintain timeliness, mitigate risk, and ensure completion according to program and contract requirements. The Transit Project Manager conducts site visits; provides technical support; manages and monitors annual contracts; reviews and validates monthly invoices; inspects state-owned vehicles; and inspects Park and Ride lots quarterly. The Transit Project Manager reports to the Assistant Program Delivery Manager. NOTE: There are two vacant positions one in District 6 - Cartersville and District 5 - Jesup MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as the Agency Specific Qualifications. STATE ENTRY QUALIFICATIONS: * Bachelor's degree from an accredited college or university in a related field AND Six months of related experience OR * Associate's degree in a related field from an accredited college or university AND One year of related experience OR * One year of experience required at the lower level Transportation Specialist 1 (TRP050) or position equivalent. AGENCY SPECIFIC QUALIFICATIONS: * Completion of an undergraduate degree in urban or rural transportation planning. Consideration will also be given for a degree in public administration, business administration, management or other closely related area * A Minimum of 1 year of experience in transportation planning and/or project management * A Minimum of 1 year of experience managing a state or federal program. * Minimum of 1 year of experience collecting and analyzing data in the preparation of transportation reports and draft documents * A Minimum of 1 year of experience in ensuring regulatory compliance to state and/or federal laws and regulations governing contracts, planning, compliance, auditing, and reporting. PREFERRED QUALIFICATIONS: * A Minimum of 2 years of experience managing and coordinating transportation program planning and project management activities with federal, state, and local governments * A Minimum of 2 years of experience developing, organizing, and managing public transportation studies, projects, and planning for urbanized and rural areas * A Minimum of 2 years of experience managing FTA Programs including, but not limited to, Section 5303, 5304, 5307, 5311, and 5339. * A Minimum of 2 years of experience in ensuring regulatory compliance to state and/or federal laws and regulations and programs governing contracts, planning, compliance, auditing, and reporting.
