Seattle Public Utilities (SPU) is seeking an experienced professional to serve as a Strategic Advisor to the Project Controls Division of the Project Delivery & Engineering Branch (PDEB). Project Controls is responsible for providing technical expertise and services throughout the capital project lifecycle. As a member of our team you will provide expert level skills and advice to ensure we maximize the capabilities and functions of our Clarity PPM (Project & Portfolio Management) software. Specifically, this role will provide guidance on ensuring the software is maximized to provide PDEB with:
Ease of use
Capital portfolio management
Advanced analytics and reporting
Third part integrations
In application collaboration
The position partners with SPU's CA PPM Business Administrator and works with all divisions within PDEB, including Project Management, Construction Management, and Engineering and Technical Services to ensure their CA PPM system needs are addressed. The position reports directly to the Project Controls Manager.
This Long-Term Temporary Assignment is currently budgeted for up to 3 years and provides fringe benefits including medical, dental, vision, paid vacation, holidays and sick leave.

Perform role of end-to-end application advisor for administration, including the following, but not limited to:
Troubleshooting application issues
Best practices in helping to define future enhancements
Provide recommendations to top management in shaping Project and Portfolio Management system processes.

Five years of in-depth experience as a system administrator of CA Project Portfolio Management
Experience implementing off the shelf applications from design, configuration, and testing.
Experience in performing needs analysis and application capabilities assessments.
Bachelor's Degree in computer science, business administration or a closely related field.
A combination of education, training and/or experience which provides an equivalent background required to perform the work. A related master's degree may be considered equivalent to one year of experience.
A successful candidate will have a professional career history or education that reflects a deep PPM technic background that supports their organization's vision and goals. This career orientation should be complemented by demonstrated technical knowledge and expertise in the following areas:
Developing/Modifying Extract Transfer Loads
API Systems Integration for Finance and Schedules
Software as a Service compliance
Reviewing, creating and executing XML Open Gateway Scripts
Oral and written communication and analytical skills
The ideal candidate will possess a CA certification
A successful applicant will have a track record for the following work and interpersonal skills:
Producing high-quality work with short timelines
Communicating with other staff who may approach the same issue with different priorities ad perspectives
Working on cross-division and inter-departmental issues
Understanding, reviewing and distilling complex information
