Berkeley Regional Services (BRS) is comprised of six (6) Regions which provide services to specific "groupings/clusters" of schools, colleges, and organized research units (5 academic, 1 all other). This regional approach to providing administrative services is intended to improve service quality by re-establishing personal connections and to develop more local expertise.

The Professional Schools region (ProS) serves the University Extension, Berkeley Law, Goldman School of Public Policy, Haas School of Business, School of Optometry, School of Public Health, Graduate School of Education, School of Social Welfare and the School of Journalism.

Responsibilities

  • Works with the Regional Director to set and coordinate meetings with the ProS service units and staff and faculty within the ProS region in order to better integrate services and facilitate a high level of communication between the service units and regional constitutes.

  • Maintains the master planning calendar for the ProS region including strategic planning sessions and regional all-hands meetings.

  • Keeps track of codified ProS goals and objectives for continuous improvement and works with ProS unit leads to update active ProS projects on a regular basis.

  • Maintains and updates internal ProS databases and website interfaces.

  • Organizes and coordinates process improvement and service evaluation meetings and studies involving review and update of database and website customer feedback.

  • Works with the ProS service units to generate ideas and strategies for process improvements.

  • Works with the ProS Regional Director and UCB central financial services staff to ensure that the ProS organizational budget is up-to-date and that all expenses are reconciled in a timely manner.

  • Routinely participates in budget forecasting meetings and assists the ProS Regional Director with compiling and updating financial data to ensure accurate budget reporting and forecasting for the ProS region.

  • Serves as a secondary approver as needed for ledger reconciliation activities.

  • Actively reviews ProS internal processes and procedures for improvement and alignment with UCB operating principles.

  • Identifies and troubleshoots procedural inconsistencies affecting quality and speed of ProS service delivery.

  • In collaboration with the ProS Regional Director, prepares, reviews, edits and publishes important procedural updates and announcements to ProS stakeholders.

  • Serves as a representative of the ProS Regional Director at University-wide meetings on an as-needed basis.

  • Develops process maps to capture workflow and potential pressure points for evaluation and improvement of cross-team procedures, and updates these processes in the internal policy knowledge base.

  • Ensures that codified processes are documented and updated for core ProS service delivery areas.

  • Coordinates efforts with a variety of external and internal contacts to ensure consistency of information and process transparency for all services provided by the region.

Required Qualifications

  • 5 years of work experience in a large organizations as a policy analyst or equivalent

  • Ability to edit content for website applications (training will be provides for the UCB website interface, as needed)

  • Experience in cross cultural communication skills and working with diverse communication styles

  • Advanced knowledge of common campus-specific and other computer application programs such as HCM (People Soft), ISD/fsa Atlas, ServiceNow, BearBuy

  • Fluid knowledge of excel and strong understanding of financial spreadsheets and forecasting

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff; both verbally and in writing

  • Strong skills in analyzing and synthesizing large amounts of data for preparing sound and relevant proposals and reports

  • Experience prioritizing and managing fluctuating caseloads with demanding time frames, recognizing tasks/situations that require a sense of urgency

  • Ability to use discretion and maintain all confidentiality

  • Bachelors degree in related area and/or equivalent experience/training

Preferred Qualifications

  • Advanced knowledge of strategic planning, research administration, academic human resources and/or administrative roles and responsibilities for a central services unit within an academic environment

  • Advanced degree preferred

  • Prior experience in an academic environment

  • Advanced knowledge of VSPA Gateway

Salary & Benefits

This is an exempt, monthly paid positoin. Annual salary will be commensurate with experience within the range of $55,100.00 - $84,000.00.

Responsibilities * Supervises, provides training, and evaluates a staff of professional research administrators providing post -award services to PIs and PDs from campus. Ensures staff is consistently trained and following established procedures and practices for extramural funds accounting and sponsored projects administration. Recommends hiring of new employees, salary actions, terminations, and performance ratings. * Defines roles, responsibilities, and skills needed for unit success. Determines quality of work, expectations, and sets deadlines. Works with client unit representatives to resolve escalations, communicate risk and clarify roles. Develops and implements controls to ensure compliance with University and agency policies. Coordinates the operations/workflow of the service team with other areas of the ProS region. * Participates in the development and monitoring of policies and procedures for department or team operations. Manages changes to policies, procedures, processes which could affect service team. Makes recommendation to the ProS Regional Director regarding streamlining and updating of campus policies and procedures in the area of research administration. * May become actively involved to meet schedules and resolve problems. * Provides guidance and counsel on research administration matters to staff, PIs, and non-RA ProS regional staff. * Monitors relevant changes in University and sponsoring agencies policies and guidelines. Participates in training/educational sessions designed to increase knowledge of professional research administration concepts and practices, as well as ProS, University, and/or funding agency processes and policies. Communicates changes to staff and faculty as appropriate. Maintains current knowledge on compliance regulations in all areas of research administration. * Performs other duties as assigned. Required Qualifications * Minimum of five years of experience working with federal and state contracts and grants, fiscal policies and procedures or related accounting experience, or an equivalent combination of education and experience. * Demonstrated and successful supervisory experience. * Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements. * Must be proficient in use of Microsoft Office and common desktop/web applications. * Strong inter-personal skills, service orientation, ability to multi-task effectively in a high volume environment, ability to develop original ideas to solve problems, and effective verbal and written communication skills. * Knowledge of contracts and grants best practices. * Excellent leadership abilities, critical thinking skills and creative problem solving capacity.
