Job Description:

ARCADIS is currently seeking an Environmental Planning/Permitting Professional to be located in Arizona to support our utility market sector clients on projects nation-wide.

Primary responsibilities include:

  • Prepare technical analyses and documents, proposals and/or qualifications information.

  • Technical and financial management of environmental planning, permitting and compliance tasks and projects.

  • Work closely with client development teams to support winning new permitting and compliance opportunities.

  • Maintain an understanding of emerging regulations and industry requirements.

  • Provide research and project management support to meet time-sensitive deliverables

  • Help develop and implement strategies to minimize schedule disruptions & cost impacts to critical capital improvement projects

Desired Skills Include:

  • Understanding of local, state and federal permit threshold requirements

  • Problem solving skills, applied knowledge and technical expertise related to land use planning, local, state and federal permitting, and environmental rules and regulations will be important.

  • Have demonstrable writing and communications skills including the ability to communicate in a clear, accurate, and professional manner

  • Have strong organization skills

  • Ability to multi-task and work in fast paced and often changing project environment

  • Synthesis and summarization of technical documents

  • Team oriented, but ability to work independently and be self-directed given clear goals and objectives

  • Working knowledge of GIS and spatial data analysis techniques

  • This position will be a combination of office and field activities

Required Qualifications

  • Bachelor's degree in environmental science, planning, biology, hydrology, or related field.

  • Five to eight (8) years of experience in environmental planning and permitting for mining, power and transmission, oil and gas or other commercial markets.

  • Knowledge of state and federal permit requirements

  • Master's degree

  • 10 years of experience including substantive project management

  • Experience with NEPA

  • Arid West wetland delineation and permitting experience

As a Construction Planner, you will be a pivotal member of an exciting high energy team. The Construction Planner plans, coordinates, constructs, builds, repairs, and inspects Hybrid Fiber Coax (HFC) networks to provide voice, video, and data to residential and commercial customers. Coordinates with other utilities for permits, joint trench, pole applications, and service issues. Primary Responsibilities and Essential Functions * Performs field engineering of proposed projects and ensures alternative routing delivers the most cost * Effective design for construction. * Coordinates all customer implementation activities including site walk-throughs, node placements and subcontract labor. * Coordinates contractor work, coordinate and/or obtains permits, access, or ROW agreements where applicable, distributes design prints and other necessary working documents. Negotiates and approves design or construction changes. * Researches and reviews plans, gathers necessary data and listing material requirements for project. * Coordinates with public works personnel, developers, commercial customers, building owners, and utilities on joint trench projects. * Maintains workflow databases and updates schedules. Participates in managing and estimating (revenue) cost forecasts, material planning, capital and expense budgets. * Estimates construction costs, prepares budgets, and tracks expenses. * Participates in managing and estimating revenue forecasts, material planning, capital and expense budgets. * Verifies serviceability, surveys proposed service routing, and estimates material, construction, and labor costs. * Initiates customer contacts, coordinates and/or secures access or ROW agreements, completes route designs, and takes necessary steps to meet customer needs. * May order materials or coordinate with administrative personnel; may verify and reconcile invoices. * May plan and allocate fibers for splicing and activation. * May inspect construction work or coordinate inspection assignments. * Releases addresses as serviceable and notifies other departments of serviceability. * As projects are completed, perform tasks to close tasks in database/tool, reconcile assets, and generate reports to ensure proper closure of project.Qualifications: Minimum * HS diploma, GED or relevant work experience * 1 or more year of experience in related field (ie. Construction Planning or Network Operations) with a Telecommunications company * Basic knowledge of the HFC Plant to include: understanding of the telecom infrastructure, how service is provided; fiber to node; power supply, and trunk knowledge. * Strong organization skills with the ability to prioritize and perform multiple tasks and/or to meet deadlines. * Strong verbal and written communication skills required. * Excellent interpersonal, communication and collaborative skills to work effectively with teams throughout organization * Must be self-motivated and enjoy a challenging fast paced work environment. * Valid local state Drivers' License with driving record that meets Cox standards. Preferred * Carrier experience preferred * Familiarity with Optix * AS/AA or Technical Certification in related discipline desired * Basic knowledge of the HFC and Fiber Plant to include: understanding of the telecom infrastructure, how service is provided; fiber to node; power supply and trunk knowledge * Knowledge of Window based applications (Word, PowerPoint, Excel, Outlook) * Experience in telecommunications industry desired. * Familiarity / Exposure to reading civil engineering maps.
