The Project Monitor is a member of the Worker & Community Protection program at the Harris County Department of Economic Equity & Opportunity.

As part of the Inclusive Procurements Division, the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment, and creating economic opportunity in communities.

Duties and Responsibilities:

  • The Project Monitor oversees the daily compliance of various contractors funded through the Community Services Department.

  • Explains Section 3 requirements to federally funded stake holders, subrecipients, and contractors.

  • Reviews Section 3 reports submitted by subrecipients and contractors to ensure compliance with Section 3 regulation.

  • Provides timely technical assistance to subrecipients and contractors.

  • Conducts pre-bid/construction conferences to discuss and inform subrecipients and contractors of Section 3 requirements.

  • Researches, analyzes, summarizes, and prepares reports.

  • Explores best practices to enhance and maintain internal Section 3 monitoring tools.

  • Participates in special projects and other duties as assigned.

Requirements

Education/Experience:

  • High School Diploma

Licensure:

  • A valid Class "C" Texas Driver's License.

Knowledge Skills & Abilities:

  • Ability to lead and manage a diverse set of activities in support of departmental objectives.

  • Ability to understand the objectives of a strategic plan and align resources to accomplishing those objectives.

  • Ability to handle highly sensitive and confidential information at all times.

  • Ability to work independently with limited supervision, relative autonomy, and general review.

  • Ability to self-start; assume ownership in setting goals.

  • Requires strong knowledge using various types of office-related and design software.

  • Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives.

  • Able to interact effectively with a diverse group of employees as part of leading and managing a team in its execution of departmental work plans.

  • Read/comprehend written materials, write/record legible notes and correctly complete required forms.

General Information

Position Type, Salary, and Typical Hours of Work:

  • Full-Time | Regular

  • Monday - Friday | Subject to frequent early morning, evening, weekend, emergency, and holiday work.

  • This position involves coordination with contractors, project managers, and various departments. It also involves interface with organizations and individuals outside of Harris County, as well as elected officials of Harris County.

  • This role is eligible for remote work from within the greater Harris County region in compliance with the Harris County Telework Policy.

  • This eligibility may be removed at any time due to work demands or unsatisfactory productivity.

Work Environment:

  • Visits to indoor and outdoor work locations.

  • May be exposed to fluids, compounds or chemicals used in office environments and outdoor work areas.

  • Work is performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels, as well as a large percentage of time spent outdoors with exposure to heat, humidity, rain, wind, and storm conditions.

Physical Demands:

  • Extensive use of vehicle and mobile device. This includes utilizing your personal and/or county vehicle.

  • Sitting for extended periods of time with frequent standing and walking and occasional ascending/descending stairs.

  • Occasional exertion of up to 20 pounds of force and/or negligible amount of constant force necessary to move objects.

Reporting Relationships:

  • Reports to Position: Sr. Program Manager, HUD Section 3

Employment may be contingent on passing a drug screen and meeting other standards.
