Facilities Engineering & Architectural Services (FEAS) is a department within the Campus Operations Division of Administration and Finance. FEAS is responsible for development of the real property of the University to support the mission of teaching, research, public service, and patient care.

All the traditional services of urban planners, architects, engineers, and other environmental design disciplines are procured and managed by this department. Key departmental responsibilities include the design and construction of new buildings, renovations of existing facilities, management and implementation of the University's master plan and management of the University's repair and renovation program.

Job Duties

Management of University Capital Improvement Projects: This position has direct responsibility for administration and coordination of capital project contracts and professionals and the management of formal capital projects which may range from $500K to in excess of $265M.

Positions at this level are accountable for independently planning and managing large and complex projects and/or programs and reviewing completed tasks and overall accomplishments for technical accuracy and adherence to previously established goals, including approval authority on complex actions. Position will coordinate project work so as to minimize disruptions to on going University activities. This position will practicing an advanced level of knowledge and understanding of architecture and engineering concepts, practices and techniques and utilize a thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relations considerations, and/or other related factors in order to provide project management services to campus partners.

This position ensures that design and construction projects are on schedule, within budget, responsive to program needs and comply with or exceed ECU and State Construction Office standards and expectations. This position may have final approval for complex or a broad variety/scope of program/project specifications for completeness, compatibility, compliance with standards, codes and design needs.

Planning: This position will contribute to various university planning efforts such as master planning and/or campus project development (new buildings and renovations), project space programming, etc.

Financial Control: The project manager will provide input into the initial project budgeting process and manage or track the formal budget approval process, project spending during planning, and payments for miscellaneous expenditures and designer fees.

The position shall be responsible for project budget control throughout the entire project(s). Program: The department utilizes Assetworks Capital Project Planning and Management as the software platform for project management.

Designer Selections: Project manager will lead and assist in the designer selection process to include include advertising, short-listing and designer interviews.

This activity is executed in collaboration with campus stakeholders. The position will facilitate the executing of design contracts through the state process, monitor adherence to contractual commitments, and initiate amendments as appropriate.

Coordination of Project reviews: The project manager will manage the collection and reconciliation of University review comments at schematic design, design development and construction development phases; will distribute the designer's responses to all comments, follow up to assure compliance or adequate reasons for non-compliance to comments, mediate conflicting comments, and obtain formal University approval at each design phase.

Responsibilities will also include the shepherding of off-campus reviews by the State Construction Office, Department of Insurance, and other agencies. Position will also review plans of other capital projects for assurance with proposed designs to support operations and maintenance functions.

Schedule Control: Project Managers are responsible during design and construction to establish overall project schedules to facilitate timely project completion.

Schedules will reflect impacts of seasonal shutdowns of steam, chilled water, cooling towers or other similar infrastructure. Schedules will also reflect impacts related to exams, graduations and/or sporting events.

Receipt of Bids: The project manager will receive construction bids and manage the tabulation and negotiations withcontractors.

Award of Contracts: Project manager will provide staff support in the process of awarding construction contracts.

Construction Monitor: The position will make regular site visits to projects under construction to ensure compliance with project documents and safe practices are being followed around the job site.

Project Liaison: The project manager is the primary point of contact between designer and all University agencies as well as with contractors.

Work requires considerable contact with other engineers, professionals, industry-specific owners and operators, local governmental officials and others. Position represents the University as an expert.

Minimum Education/Experience

Bachelor's degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation

None

Preferred Experience, Skills, Training/Education

Prefer registration as a Licensed Engineer in the State of North Carolina with four or more years' experience.

Prefer individual with experience with campus master planning and capital project planning as well as managing projects including building renovations, new construction, as well as infrastructure projects of all types, in-ground and in-facility. Experience with these types of projects occurring in a complex campus environment is a plus.

Experience working with NC Office of State Construction is a plus as well. Professional licensure or ability to obtain it within 12 months of employment preferred.
