DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Applicant must be an energetic, engaged, disciplined, organized, and creative problem-solver. The ability to demonstrate strong leadership and process improvement skills.
Familiarity with Construction and Underground utilities such as Water, Wastewater, Storm Drain etc. Applicants must have experience with restoring Concrete and Asphalt in accordance with TEX Dot Regulations. Generate and update various reports upon request.
Ability to analyze and assess data to drive system and program improvements as well as proposing new assets. Develop curriculum and assists in the planning and construction of new contracts. Experience in reading and interrupting plan and profile construction maps and drawings.
Monitors contract budgets, prepares estimates and operational reports for contracts. Works cooperatively with internal and external customers. Maintains current knowledge of technological advances, changes in statutes and impact of long-range planning objectives.
Must have experience working with computerized maintenance management software (CMMS) or enterprise asset maintenance (EAM) systems and GIS Mapping System, also, must have the ability to communicate technical information effectively with staff at all levels. As a front-line supervisor, candidate will manage and develop personnel through employee evaluations, corrective action, training and oversee Assistant Project Managers and Project Technicians. Applicant must be able to work in all weather conditions.
Stand and walk for long periods of time and turn a minimum of three valves ranging in sizes (2" to 12"). Applicant will be required to review and approve lab reports, complete and approve contract payments in COH contract payment data base, as well as approve contractors' invoices. Applicant will be required to complete site visits, attend field meetings, and resolve customer complaints. Applicant must be able to read and interrupt Construction Specifications, Infrastructure design, ADA Regulations, OSHA Standards, and COH Code of Ordinance.
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management Position at the Tier 2 Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, geotechnical, environmental or a closely related field are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2)
Preference will be given to applicants with experience in underground utility construction and inspections, project management.
Preference will also be given to applicants with experience and demonstrated skills in Microsoft Word, Excel, GIMS, Work Order Management Application, Contract Payment Application.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
