Our Government client is seeking a Project Manager on a 12 month renewable contract position in Columbia, SC.
Role : Project Manager
Responsible for project/program management functions for the Replacement MMIS (RMMIS). Will primarily lead a project to manage transition of existing internal and external reports (e.g., federal reporting, agency billing, claims reconciliation) from legacy systems to replacement solutions. Project will support efforts to improve overall data governance and support the management and exchange of data.

With direction from the RMMIS Program Director and Program Manager, applies RMMIS project/program management practices, governance standards, processes and metrics to project implementation. Ensures milestones and deliverables for RMMIS projects/programs are defined, tracked and communicated in a consistent and effective manner. Incorporates effective change and risk management controls. Partners with other IT organizations, business leadership and other key stakeholders to define opportunities, to identify and prioritize business needs based on predefined criteria (return on investment, productivity, compliance), and to assess interdependencies. Directs project business case and requirements development. Responsible for ensuring project is completed on time, within budget and to an agreed quality level. Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools. Must be able to develop clear, concise recommendations for executive/management decision-making and secure approval for project progress.

General Duties:

  • Responsible for overall coordination and documentation of of reporting requirements from various departments;

  • Work closely with Business Analysts and Technical Writers to gather information from business owners to close requirement gaps, including process flows, report specifications, and data models

  • Based on project discovery activities, evaluate and propose strategy and timeline for distributing reporting requirements across technology solutions

  • Responsible for evaluating and communicating what steps will be required to reach a Done state to departments contributing to project development;

  • Responsible for tracking priority and directing business owners to information showing current state of completion of reporting requirements. Complete project intake and manage stakeholder reviews, deliverables, and testing appropriate for complexity of project

  • Lead project through successive phases based on executive/management-level decisions

  • Work closely with business owners and Testing Center of Excellence (TCOE) staff for reporting development, testing, and validation

  • Work closely with business owners to establish operational work flows for efficient reporting following transition

The Project Manager will interact with staff, other team members, all levels of management and internal and external organizations, including vendors performing outsourced work.


  • 5 years or more in project management.

  • 3 years project planning experience, including effort estimation on technical tasks and resource allocation

  • 3 years Business Analysis experience.

  • 2 years experience in any software development capacity.


  • Experience with developing reporting specifications and data analysis

  • Experience with software development from a coding perspective.

  • PMP Certification preferred

BS in computer science or computer information systems preferred. As long as the candidate has a bachelor's degree.

Candidates for the entry level superintendent position must have sufficient relevant training and experience pursuant to listed competencies in their focus area. Successful superintendent candidates may qualify through internal tenure with one or more BELFOR technician tracks of fire, water and contents or through tenure with the BELFOR carpentry Track. External candidates may qualify through relevant experience in the restoration, cleaning, and/or construction industries. This is the first phase of the Project Manager path for new hires, you will quickly move to the next phase upon completion of New Hire training. Responsibilities * Superintendents assigned TPA program work must know all program requirements as well as Xactimate estimates and budgets. * Construction track -- must understand scope, schedule work, communicate professionally, ensure project safety, and maintain quality control * Establish their core project management capabilities while at this level. Critical skills include time management, budgeting, scheduling, site supervision, customer contact, communication, quality control, safety, documentation, and change orders * Must continually advance their knowledge of current and past construction practices * Review daily requirements of the projects, document progress and notify managers of progress and challenges * Provide appropriate field documentation, photo logs, graphs and sketches for various TPA projects * Must be able to perform all skills related to prior Intermediate Fire Damage Specialist, intermediate Water Damage Specialist, Intermediate Carpenter roles. * Perform Daily vehicle safety and maintenance inspections and maintain in clean serviceable condition * Must maintain attention to detail * Will be required to meet BELFOR Standards in safeguarding other people's property * Must have a comprehensive understanding of customer service, principles and practices * Work under time constraints to meet specific timelines * Will be required to work nights and weekends as requested and travel periodically * Report time worked and equipment and consumables used timely and accurately * Attend BELFOR sponsored operations and safety training courses as required Job Duties * Supervise and self-perform residential and light commercial work * Continue training until they demonstrate ability to complete projects on time and on budget with documented customer satisfaction * Construction focus -- plan, coordinate, and oversee employees and subcontractors in all phases of work * Read and manage blue prints * Responsible for projects up to $150K * Understand and adhere to local building codes and regulatory agencies * Restoration focus -- direct small crews of BELFOR personnel and temporary workers * Responsible for projects up to $50K * Attend BELFOR approved training courses in areas of lesser experience. * Supervise multiple crews simultaneously on multiple projects * Select appropriate disposal options and get release of liability for disposed items Qualifications * Carry current IICRC ASD designation for Water Damage related work * Certified to operate a Hi-Lo fork lift * Complete previous 18 months as Intermediate Water Damage Specialist, intermediate Carpentry, or Intermediate Fire Damage Specialist or have similar industry experience * Eligible to operate a motor vehicle per BELFOR's vehicle policy * Possess sense of urgency, professional demeanor, positive attitude, and strong work ethic * English language literacy and fluency Physical Demands * Frequent lifting in excess of 50 lbs Occasional lifting from 41 lbs +, assisted (up to 50% of the time) * Access and mobility in tight spaces Sustained periods of standing, sitting, walking, bending, and kneeling * Ability to use mobile devices for collection of data and time.
