TechFlow is looking for a Project Manager to support German Aerial Mail Terminal (GAMT) operation is dedicated to providing postal receipt and dispatch of all military mail, postal equipment and supplies originating and destined to and from military personnel assigned within the European Theater and other Areas of Responsibility. The primary customers serviced through this facility are members assigned to the military forces using Army and Air Force Post Offices (APO). This operation also services all military locations within the European Theater as well as other international destinations and all Continental United States (CONUS) designated delivery destinations. Will also include processing and handling USPS Registered Mail.

Key Responsibilities:

  • Oversee a 24 hour, seven days a week program to process prograde and retrograde mail

  • Responsible for meeting required schedule for loading mail into trucks/trailers destined for delivery throughout Europe and other locations.

  • Ensure all mail classes are separated and delivered in accordance with the United States Postal Service (USPS) regulations

  • Implement dispatching and nesting system for the Military Postal Service Agency (MPSA)

  • Daily communications with Government Contract Officer Representative (COR)

  • Manage budget and cost control of the project, ensure work is completed on time and within budget

  • Develop and implement quality control program

  • Oversee the daily operations of all facility support areas of responsibilities and the timely submission of all contract data requirement deliverables and corporate reporting deliverables.

  • Plan, prioritize, assign, supervise, and review the work of staff responsible for project operations.

  • Identify resource needs, coordinate with appropriate management staff and allocate resources accordingly.

  • Develop, implement, and monitor operational goals and objectives as well as policies and procedures.

  • Monitor expenditures and prepare cost estimates and justifications.

  • Manage all contract actions to include, Modifications and execution of contracts, Subcontracts with vendors/suppliers.

  • Implement safety inspection programs for all operations.

  • Manage contract profit, loss, cash flow and capital investments; timely and accurate payment of wages to employees; payments to vendors/subcontractors; and accurate invoicing and tracking of monetary transactions.

  • Responsible for supervising Personnel Management/Human Resources employees regarding recruiting, hiring, terminations, disciplinary actions, benefits oversight and security actions, and compliance with applicable U.S. Government and Germany policies.

  • Ensure balance between the best interest of company and the needs of the employees.

  • Responsible for budget development and submission, including work done by vendors and subcontractors.

  • Manage, provide oversight, and be responsible for all assigned U.S. Government property.

  • Manage vehicle registration/repairs/fuel usage/insurance and mileage tracking - for company vehicle(s).

  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.

Minimum Requirements:

  • Working knowledge of United States Postal Services (USPS) regulations

  • Fifteen (15) years of Postal operations experience following USPS regulations

  • Five (5) years of experience processing and handling Registered Mail in accordance with USPS regulations

  • Ten (10) years of supervisory and management experience

  • U.S. Citizen

  • Able to understand, speak, read, and write the English language

  • Advanced proficiency with Microsoft Office Suite

  • Advanced oral, written, and presentation skills

Education Requirements:

  • Baccalaureate degree from an accredited College or University

Certification Requirements:

  • Valid Red Badge issued by FRAPORT AG at the Frankfurt International Airport

Clearance Requirements:

  • Active Secret U.S. Security Clearance.

  • May be required to obtain and maintain a Common Access Card (CAC)

  • Must at a minimum either have or able to obtain a favorable National Agency Check (NAC)

Desired Qualifications:

  • Ability to live and work in Germany
