JOB PURPOSE:

The Project Manager manages and coordinates all phases of Permanent Improvement, Non-Permanent Improvement Projects and maintenance projects for the agency. This position serves as the primary contact for construction and maintenance projects as assigned and develops guidelines, milestones, and specifications for project completion.

Secures competitive bids from vendors, while monitoring contractors for compliance, safety, and timely completion. Assists with the development, implementation and tracking of project plans that facilitate the accomplishment of Agency's goals and objectives. Ensures all agency capital & non-capital projects are focused on providing safe and secure environments conducive to rehabilitation and consider the well-being of staff and youth.

JOB RESPONSIBILITIES:

Manages and directs the initiation, planning, execution, control, and closeout phases of the project lifecycle for assigned agency Permanent Improvement and Non-Permanent Improvement Projects.

Recommend budgets, generate purchase orders, and liaison between contractors, vendors, maintenance staff, and employees.

Develops and supervises construction or remodeling projects from conception through completion - reports, progress/problems to Construction Project Manager II.

Develops project plans, reviews blueprints and specifications, and controls budget, scope and schedule to ensure project deliverables, and required tasks are completed as planned for projects across a variety of construction disciplines.

Manages small construction contracts and Competitive Sealed Bids.

Reviews the quality of work completed by contractors to ensure it meets agency quality standards.

Follows OSE's Policies and Guidance for the Establishment and Maintenance of Permanent Improvement Projects, the Department of Administration's Manual for Planning and Execution of State Permanent Improvements, and all state procurement guidelines and regulations.

Keeps complete and accurate records of all project-related documentation per OSE and Division of Procurement Services requirements and maintains SCDJJ Plans Room to ensure proper storage of blueprints and program specifications.

Participates in the evaluation and contract award procurement process for architectural and engineering services as well as bid openings and evaluations for construction services in accordance with state procurement guidelines.

Administers contracts from beginning to end of project.

Evaluates and assesses existing building conditions within the Agency to assist in the prioritization, budgeting, and scheduling of upcoming capital projects.

Assists with the administration of policies and procedures on safety and security including but not limited to; DHEC, IBC, IFC, OSHA, and agency standards.

Performs other related duties as assigned by the Supervisor, Associate, or Deputy Director.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

A bachelor's degree and relevant project management experience.

ADDITIONAL REQUIREMENTS:

Knowledge of engineering design and construction methodologies to include construction management.

Ability to effectively develop projects from conception through completion.

Ability to plan and organize work activities and prioritize task completion to meeting deadlines.

Ability to conceptualize needed changes and to initiate appropriate activities to move from concept to implementation.

Ability to interpret and apply rules and regulations.

Must be able to manage the service delivery process associated with projects administrated by the agency.

Ability to understand construction blueprints.

Ability to multi-task and manage projects across multiple trade disciplines.

Ability to generate and provide timely reports.

Knowledge of Microsoft Word, Excel and Project.

Under the direct supervisor of the Construction Project Manager II, employee must be able to work independently and with limited supervision.

Must be able to identify and address problems or concerns in an effective and timely manner seeking supervision when necessary.

Must be able to communicate verbally and in writing on sensitive time bond projects.

This position may require occasional work hours outside of the hours posted.

Requires outdoor work and exposure to elements.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice. The employee may have direct and indirect contact with youth within the jurisdiction of Department of Juvenile Justice. Training applicable to these duties will be provided.

Salary may vary depending on experience and qualifications. Candidates must present documentation of their attainment of a college degree(s) at the time of the interview.

If the candidate selected for the position provided an unofficial copy, it must be replaced with an official copy on or before the HR processing date.

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:

A bachelor's degree and previous experience managing projects of moderate complexity and risk. Employee must have and maintain a valid South Carolina driver's license. Positions may require certification as certified associate in project management or project management professional (PMP).
