Job Description
Position Summary
This position is assigned responsibilities related to overall tactical planning implementation and leadership for Information Technology projects. The main duties include coordinating production releases and rollouts, delegating tasks to the necessary project team members, presenting on projects' progress and performance. This position works with customers, users, senior management, and others to identify and define long-range information services requirements; develop a plan of approach; determine budgets, scope, and resources required; and provide project leadership for key technology initiatives. The position performs activities in the knowledge areas of project integration, scope, time, cost, quality, human resources, communications, risk, procurement, and stakeholder management for information technology projects for the state of Oklahoma.
Position Responsibilities
Collect and analyze project requirements, define scope, create work breakdown structures, and verify and control scope of projects and budget
Create and maintain project plan by defining activities and sequence of activities, gathering estimates from resources and durations, and developing and monitoring schedules
Plan, monitor, and control project work, perform scope change and re-baselining tracking and delivery along with close out activities
Utilize project management tools for task tracking, reporting status, financial tracking, and resource utilization reporting
Determine budgets and schedule based on estimates and durations gathered, and control costs and timelines
Create quotes and amendments via a statement of work and analyze billing against statement of work
Develop plans for quality of product and project, perform quality assurance and quality control, and ensure product quality and acceptance
Develop a staffing plan, acquire, develop, and manage the project team
Identify stakeholders, develop, and implement the communication plan, distribute project information, manage stakeholder communications, and report performance of the project
Develop the risk management plan, identify risks, perform qualitative and quantitative risk analysis, develop risk responses, and monitor and control the project risks
Plan, conduct, and administer procurements for the project, utilizing state procurement staff and policies.
Project integration management, including developing project charters.
Ensure projects are completed according to agency specifications and are properly documented.
Plan project stages and assess business implications for each stage based on minimum viable product definition.
Monitor progress to assure deadlines, MVP, and standards are met.
Develop and manage work breakdown structures for projects.
Develop and update project plans for projects, including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
Manage project execution to ensure adherence to schedule and scope.
Serve as a liaison between stakeholders, business, and technical aspects of projects.
Assign duties, responsibilities, and spans of authority to project personnel.
Facilitate communication upward and across project teams, including project status, justifications for variances, and technical information.
Level I
Under direct supervision, employees are assigned project management responsibilities that are limited in size and scope. Employees are assigned responsibilities for performing entry level work to build their project management skillset.

Level II
Under general supervision, employees are assigned project management responsibilities that are moderate in size and scope. Employees are assigned responsibilities for performing intermediate levels of work.
Education and Experience
Requirements include those identified in level I, plus one additional year of qualifying experience.
Knowledge/Skills/Abilities
Knowledge/Skills/Abilities include those identified in level I and:
Knowledge of software development life cycle, project management and technology.
Knowledge of regulatory compliance requirements.
Skills in strong analytics and problem solving .
Ability to work in a deadline-oriented environment with general supervision.
Ability to plan, execute and implement a small to medium sized project with minimal supervision.
Ability to gather information about relevant technology in order to assist in making recommendations to meet business needs
Ability to communicate effectively both verbally and in writing with all levels of staff
At least one year of agile experience
Level III
Under general supervision, employees are assigned project management responsibilities that are large in size and scope. Employees are assigned responsibilities for performing advanced (specialist) levels of work.
Education and Experience
Requirements include those identified in level II, plus one additional year of qualifying experience.
Knowledge/Skills/Abilities
Knowledge/Skills/Abilities include those identified in levels I and II, plus:
Knowledge of application architecture, project management, business analysis, best practices, advanced techniques related to investigation, troubleshooting, problem solution, and emerging technologies/innovations.
Ability to work in a deadline-oriented environment with minimal supervision.
Ability to perform highly independent work in the planning and implementation of IT systems.
Ability to assist in leading others through project initiatives.
Ability to think strategically and plan long-term.
At least two years of Agile experience.
Level IV
At this level, employees are assigned project management responsibilities that are the largest in size and scope. Employees are competent to work at the highest level of all phases. Employees are also assigned responsibilities as a team lead or similar leadership role, which involves ensuring the completion of assigned projects or activities. It will also include reviewing and evaluating user requests and other information concerning project management deliverables, making work assignments, coordinating work activities, evaluating results, and performing various administrative tasks as required.
Education and Experience
Requirements include those identified in level III, plus one additional year of qualifying experience.

Knowledge/Skills/Abilities include those identified in Levels I, II, and III, plus:
Ability to successfully lead others through change initiatives.
Ability to manage and handle multiple high-priority projects simultaneously and effectively.
Ability to professionally exercise discretion to make timely recommendations and effectively solve problems using independent judgment consistent with standards, practices, policies, procedures, regulations, and/or law.
Ability to lead agency-wide strategic planning initiatives, and create and oversee implementation plans for key initiatives.
Ability to effectively present information to groups of all sizes.
At least four years of Agile experience.

PMP (Project Management Professional) Certification
MIS (Management Information System) or Computer Science degree
Agile Certification
Lean, Green Belt, or Blackbelt Certification
Physical Demands and Work Environment
This position works in a comfortable office with a computer for a large percentage of the work day. The noise level in the work environment is usually mild. Occasional travel may be required.
Schedule
This is a full-time, 40 hour per week position.
