The Kansas Department of Health and Environment has a Project Manager opening in Topeka. We are seeking a project manager to join our enthusiastic, committed team to oversee the Kansas Grant Management System and coordinate the ongoing grant process (over $26 million per year). Duties would include:

  • Oversee the Kansas Grant Management System, through which organizations apply for and report on over $26 million per year of funding. Specific duties include working with internal grant managers to develop applications and reports; working directly with applicants and grantees to ensure they effectively complete applications and reports

  • Provide customer support for the Kansas Grant Management System via phone, e-mail and Zoom

  • Develop and deliver training about KGMS

  • Develop and disseminate resource materials to support effective use of KGMS

  • Lead and participate in meetings with various teams

  • Solve technical issues within the KGMS system

  • Provide solutions-focused support to customers

  • Assist with planning the annual Governor's Public Health Conference

The position offers the flexibility of a hybrid (part in office/part remote) or possibly remote work schedule but will include some travel to attend meetings and trainings. A bachelor's degree is required. This position requires excellent oral and written communication skills as well as the ability to build successful partnerships and effectively collaborate. Experience with providing customer support related to technological systems is a must.

Job Responsibilities may include but are not limited to the following:

Oversee internal coordination and project management of the Aid to Local grant process, including technical support for programs that develop applications, create reports and distribute funding through the Kansas Grant Management System (KGMS). Provide technical assistance to grant applicants/recipients related to the application and reporting processes. Manage grant review process--facilitate meetings, provide reports, establish timelines. Regularly monitor deadlines, communicate with program and fiscal staff, plan and coordinate internal meetings, and interface with other KGMS staff. Schedule and facilitate project team meetings as needed. Develop documents and reports as requested. Assist in the maintenance of web pages and other electronic databases.

In collaboration with the BCHS Local Public Health Director and the KGMS Steering Committee, oversee internal agency-wide coordination and management of KGMS (the agency's technology system for the Aid to Local grant process). Actively collaborate with KGMS users including KDHE program and fiscal staff, external partners, grant recipients regularly and as necessary for open communication on system implementation, training, enhancement, and functionality priorities. Management of overall system--recommending enhancements/modifications, assuring timelines are met, testing, assuring changes meet agency priorities. Work closely with the technical liaison from the KDHE IT team. Assist in the identification of potential new partners; assess barriers and limitations of adding new components and partner groups. Work closely with other KGMS staff to ensure builds to add enhancements and new features meet customers' needs including gathering requirements and testing.

Qualifications

  • Education:

  • Bachelor's degree in computer science, information technology, instructional design, public health, human services, or a health-related field.

  • Licensing & Certification:

  • Valid Driver's License

  • Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:

  • Bachelor's degree in computer science, information technology, instructional design, public health, human services, or a health-related field.

  • Three years of experience in project management in technology systems and/or grants management.

  • Preferred Qualifications:

  • Word, Excel, PowerPoint, Access, Publisher, databases.

  • Proofreading, editing, attention to detail.

  • Excellent oral and written communication skills.

  • Experience in providing customer support to a wide variety of people.

  • Knowledge and experience with computer operations and systems management.

  • Experience in managing projects, tracking expenses, and reporting.

  • Ability to handle multiple tasks simultaneously.

  • Providing logistical support for webinars and other events.

  • Organizational skills.

  • Self-starter; work effectively independently.

  • Grant management.

  • Supportive and contributing team member.

  • Extensive grant management experience; customer support linked with technology.

  • Use of Zoom, Teams or similar technology.

  • Adaptable-- ability to transition between different tasks or projects fluidly.

  • Innovation and creativity-- experience working on collaborative projects.
