Scaling-up Locally-Led Land Rights and Conservation to Achieve Global Conservation, Climate, and Development Goals in the Tropical Andes and the Congo Basin

Rights and Resources Initiative (RRI), Global Alliance for Territorial Communities (GATC), and Campaign for Nature (C4N) have joined forces to scale up the recognition of the tenure rights of Indigenous Peoples, local communities, and Afro-descendant Peoples and the women within these communities, in the Congo Basin and the Tropical Andes. The countries in these regions include the Democratic Republic of the Congo, Gabon, Republic of the Congo, Bolivia, Colombia, Ecuador, and Peru.

The Initiative will leverage the networks, funding, and presence of RRI and GATCs partners in these regions to provide direct financial and organizational support to local rights-holder organizations and networks. This financial and organizational support would focus on projects that help secure their tenure rights and support their governance of tropical forests. C4N will leverage its government relations capacities in these regions to enable access to advocacy opportunities with governments and to facilitate coordination amongst conservation donors in these countries.

The types of projects funded by the Initiative will include:

  • Targeted advocacy for legal and policy reforms where necessary, informed by RRIs Opportunity Framework, to enhance the enabling environment for community land rights security and prosperity;
  • Mapping and securing community land rights;
  • Developing and implementing conservation plans;
  • Community-based monitoring and reporting systems; and
  • Supporting smaller, local organizations with capacity building, enabling them to apply for grants for larger-scale tenure security projects.

Rights and Resources Group (RRG, the coordinating mechanism of RRI), GATC, and C4N will co-govern the project establishing the committees needed to build infrastructure and deploy funding while ensuring majority leadership by Indigenous and local community leaders and best practices regarding mitigating conflicts of interest.

RRG will serve as grant administrator, including hiring consultants, project management staff, and administering funds on behalf of the Initiative. Candidates may be interviewed by staff from RRG, GATC or C4N. RRG is a non-profit organization based in Washington, DC.

Project Manager to operationalize the GATC-RRI Collaboration

Reporting to the Coordinator, RRI, the Project Manager will be responsible for establishing and maintaining the programmatic management systems of the project, while working closely with GATC and C4N, RRGs Directors of Finance & Administration and Regional programs (Africa and Latin America), the projects Financial Manager, and Regional Facilitators to design systems that are relevant and accessible to grantees, while also remaining in compliance with donor requirements and guidelines.

The Project Manager will perform their duties according to an established work plan for 2022, which could be adjusted according to the Initiative's strategic planning cycle.

This is a full-time position based in Washington, DC.

Key responsibilities include:

1. Building the Initiatives infrastructure (50%)

  • Work closely with the Initiatives committees and the Finance Manager to create a project pipeline that is transparent, easy to navigate, timely, and responsive to the realities of project partners.
  • Working with the Initiatives committees and regional facilitators, design a monitoring and evaluation system to reasonably track project progress and impacts, taking into account the needs and realities of project partners.

2. Project management (30%)

  • With the Finance Manager and Regional Facilitators, review contracts with project partners (grantees) to ensure that each party is clear on their rights and responsibilities, as well as establishing a basis for monitoring and reporting on the progress of projects
  • In dialogue with grantees, and with the support of the Regional Facilitators, identify critical needs for building their operational and strategic capacities, to ensure adherence to subgrant agreements and establish a realistic work plan for building these capacities.
  • If needed, draft terms of reference, support recruitment of, and supervise consultants who will deliver capacity-building support to partners, among other services to the Initiative
  • With Finance Manager and Regional Facilitators, follow up with grantees based on the agreed framework for check-ins and reporting to track progress and adapt course if necessary.
  • With the Finance Manager, review all interim and final reports to ensure clarity and compliance with the agreed framework. In the event of gaps or irregularities, work with grantees to resolve any issues.

3. Coordination & Communication (10%)

  • Prepare terms of reference for convenings of the committees and project partners
  • Support strategic communications to highlight partner stories of success and learning

4. Initiative administration (10%)

  • Contribute to the development of the annual plan and budgets
  • Lead the production of narrative interim and final reports to donors


  • A strong background in land tenure reforms, natural resource management or forestry, rural development. A Master's degree is preferred
  • 7-10 years of professional experience on human rights, rights-based conservation, and/or rural development, with experience working in Tropical Andes and/or the Congo Basin Countries strongly valued.
  • Strong and demonstrated skills to manage complex, geographically diverse projects.
  • Strong relationships and track record of collaboration with Indigenous Peoples and local communities in these countries highly valued.
  • Experience with designing and implementing systems for sourcing, managing, monitoring, and evaluating projects.
  • Experience training other parties on how to use the above-mentioned systems.
  • Demonstrated ability to initiate and coordinate projects independently without intensive supervision.
  • Ability and confidence to effectively and respectfully facilitate meetings that include a range of diverse participants, from representatives of forest communities to high-ranking government ministers.
  • Experience with reporting to bilateral and philanthropic donors.
  • Full professional fluency in English and either French and/or Spanish is required.
  • Willingness and ability to undertake frequent international travel.
