General Description

JOIN OUR TEAM AS A PROJECT MANAGER!

Highly complex and specialized project management work. Duties include project plans, resource allocation and planning, coordinating, evaluating, and reviewing the work of subordinate employees and others engaged in the analysis, planning, designing, and permitting of improvement and maintenance projects.

Essential Job Functions

  • Coordinates internal resources and third parties/vendors for the flawless execution of projects.

  • Ensures that all projects are delivered on-time, within scope and within budget.

  • Develops project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.

  • Develops detailed project plan to track progress and ensure resource availability and allocation.

  • Uses appropriate verification techniques to manage changes in project scope, schedule and costs.

  • Measures project performance using appropriate systems, tools and techniques.

  • Prepares project status, reports, presentations, agenda memorandums, and related correspondence pertaining to contract and regulatory compliance.

  • Manages the relationship with the client and all stakeholders and report and escalate to management as needed.

  • Performs risk management to minimize project risks.

  • Assists with the development and budgetary planning for improvement and maintenance projects.

  • Serves as a liaison between the Department of Public Works and other County departments and agencies.

  • Participates in the forecast of funds needed for staffing, equipment, materials, and supplies to help develop the department's annual budget.

  • Creates and updates policies and standard operating procedures.

  • Performs other management and administrative functions as directed by the supervisor.

  • Performs related works as required.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of Public Works operations and maintenance.

  • Knowledge of principles and practices of asset management systems.

  • Knowledge of public works operations and maintenance program needs.

  • Ability to communicate effectively with customers.

  • Ability to research, estimate and develop projects.

  • Ability to supervise, guide, and mentor professionals and other employees.

  • Ability to present clear and concise reports, orally and in writing.

  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public often in stressful situations.

  • Ability to build a strong leadership team that is capable of implementing the vision and goals of the County.

  • Ability to analyze and solve administrative problems.

  • Ability to prepare and analyze operating procedures and administrative reports.

  • Ability to represent the County in public speaking events. Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.

  • Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability.

  • Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Occasional travel and in-field work may be required. Work performed in the field may often be in remote and undeveloped areas of the County and under adverse weather conditions.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree and six (6) years of experience in project management experience, and three (3) years of supervisory experience that involved activities associated with improvement or maintenance of assets or other related workOR a Master's Degree, with four (4) years of experience and three (3) years of supervisory experience that involved activities associated with improvement or maintenance of assets or other related work.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Registration as a Professional Engineer in the State of Florida is preferred. Project Management Professional certification preferred.
