General Description: Highly complex and specialized engineering/project management/transportation inspection work. Duties include site inspection, planning, meeting coordination, and reviewing the work of subordinate technical employees and consulting engineers engaged in the management of roadway and completion of site development, roadway, transportation projects.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
Essential Job Functions: Confers with project engineers and contractors to ensure compliance with all applicable County Ordinances, Pasco County Land Development Code (LDC), Florida Department of Transportation (FDOT) standards, approved site plans, and American Disability Act (ADA) and Manual of Uniform Traffic Control Devices (MUTCD) specifications.
Ensures the engineer and/or contractor provides the required number and types of tests needed for the Project. Prepares daily written punch list and inspections reports on all inspection activities and reviews test reports forming a project file to be submitted to the file of record. Investigates and prepares reports on citizen complaints that pertain to compliance with County ordinances.
Manages, coordinates and provides technical review of engineering/transportation consultant's design, plans, and specifications for construction projects, transportation studies and prepares review comments. Conducts specialized engineering/planning analysis of complex transportation network systems and studies. Manages and supervises the preparation and review of transportation studies and projects.
Assists with the development and updates to the budgetary estimates for the Transportation Capital Improvement Program. Assists in the development and administration criteria of the transportation studies as they pertain to rezonings, Master Planned Unit Developments, Developments of Regional Impact, and other developments as needed. Prepares project status reports and schedules as required.
Assists in the preparation of in-house criteria and ordinances as they relate to inspection procedures. Provides technical assistance to in-house staff and other departments regarding site inspections.and related issues. Provides technical assistance to citizen groups when requested. Performs related work as required, including but not limited to resolving construction inspection, QA/QC of agenda items and oversight of construction inspection/testing requirements and bond management.
Knowledge, Skills and Abilities:
Knowledge of testing procedures used in civil engineering inspections.
Knowledge of public works and/or utilities construction procedures and materials, the ability to interact with local contractors and engineers, and the skill to formulate concise inspection reports.
Knowledge of the principles and practices of transportation planning design and/or transportation engineering, Pasco County LDC, FDOT Design Standard, ADA & MUTCD specifications.
Knowledge of modern transportation planning design and/or transportation engineering procedures and techniques as they apply to roadway projects, studies, and growth/development within the County.
Knowledge of modern developments, current literature and sources of information in the area of transportation planning and/or transportation engineering.
Ability to plan and direct the work of engineers, transportation planners, contractors, technicians, and clerical personnel.
Ability to give technical and professional review to a wide variety and large volume of approved site development plans, engineering plans and studies, and related documents.
Ability to present clear and concise reports, orally and in writing.
Working knowledge of Florida Department of Transportation (FDOT) standard specifications and indexes, and transportation requirements pursuant to 2010 FDOT Design Standards.
Ability to read and interpret complex transportation studies and/or transportation engineering reports and plans.
Ability to meet and work with the public, contractors, FDOT and consultants, make presentations, and reply to complaints.
Experience working with FDOT standards, specifications, and indexes preferred.
Roadway or site construction experience preferred.
Registration as a Professional Engineer in the State of Florida preferred.
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Project Management or a related field.
Six (6) years of experience in the field of project management, civil projects, road or transportation related, managing multiple projects, including three (3) years as a project manager. Supervisory experience required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license.
