This professional position will plan and manage Frederick County's CIP transportation projects, and will coordinate project-related activities with consultants, contractors and other interested County departments/agencies. Direction may be given to engineering, technical and support staff; direction may be received from senior engineering/project management staff. Supervision is received from the Chief of the Office of Transportation Engineering.

NOTE: Above base salary is not guaranteed and is contingent upon the review of the chosen candidate's education background, work experience background and relevant certification by the hiring department's Division Director and Human Resources Division Director.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Assist in preparation of the Capital Improvement Program; serve as project manager on County CIP transportation projects

  • Prepare requests for proposals (RFP) for selection of design consultants

  • Evaluate technical and price proposals and make recommendations on the award of consultant contracts

  • Manage contractual agreements and related documents associated with consultant services

  • Establish project schedules and ensure that projects stay on schedule

  • Review cost estimates and track project accounts to ensure that projects stay within budget

  • Review contract plans and specifications for compliance with governing codes as well as County policies, regulations and design criteria

  • Coordinate design projects with local, State and Federal government agencies; secure permits and approvals from regulatory agencies

  • Coordinate with the Property Management Services Coordinator on real estate acquisitions

  • Provide guidance to construction inspection personnel during construction of projects

  • Prepare and present information to elected officials, the general public and other interested audiences

  • Prepare feasibility studies, plans, specifications, and contract documents for in-house projects

  • Staff Emergency Operations Center and phone bank during inclement weather and other emergency events as required (this could include nights, weekends and holidays)

  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

PROJECT MANAGER I (salary $68,720 - $82,464 per year):

  • Associate'sdegree in Civil Engineering, Civil Engineering Technology, Project Management, Business Administrationor a related field

  • Minimum1 year of civil engineering work experience in the transportation field

  • Possession of a valid automobile operators license

PROJECT MANAGER II (salary $73,531 - $88,237 per year):

  • Associate'sdegree in Civil Engineering, Civil Engineering Technology, Project Management, Business Administrationor a related field

  • Minimum3 years of civil engineering work experience in the transportation field

  • Possession of a valid automobile operators license

PROJECT MANAGER III (salary $78,678 - $94,413per year):

  • Bachelor's degree in Civil Engineering, Civil Engineering Technology or closely related field

  • Minimum 5 years of civil engineering work experience in the transportation field

  • Possession of a valid automobile operators license

  • NOTE: Candidates with a Bachelor's degree in Project Management, Business Administration or a related field may be hired into this classification with 9 years of civil engineering work experience in the transportation field

ENGINEER I (salary $73,531 - $88,237 per year):

  • Bachelor's degree in Civil Engineering or Civil Engineering Technology

  • Minimum 1 year of civil engineering work experience in the transportation field

  • Possession of a valid automobile operators license

ENGINEER II (salary $78,678 - $94,413 per year):

  • Bachelor's degree in Civil Engineering or Civil Engineering Technology

  • Minimum 3 years of civil engineering work experience in the transportation field

  • Possession of current Engineer in Training certification

  • Possession of a valid automobile operators license

NOTE: A combination of relevant education and experience may be counted towards the requirements of this position.

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Working knowledge of transportation related projects in the areas of pavement management and road and bridge construction

  • Familiarity with Maryland State Highway standards, specifications, contracts and submittal procedures.

  • Ability to effectively manage a project through the study, design, bidding and construction process and to effectively administer multiple project assignments

  • Ability to effectively utilize computerized systems/equipment (e.g. word processing, spreadsheet, presentation and project management, etc.)

  • Ability to develop and maintain effective working relationships with consultants, co-workers, government agencies and the general public

  • Strong and effective written and spoken (English) communication skills, including public speaking skills and the ability to prepare and present clear, concise written and spoken reports for varied audiences

PREFERENCE MAY BE GIVEN FOR:

  • Road and Bridge project management experience with the State of Maryland and/or Frederick County

  • Experience with AutoCAD/Microstation and GIS

  • Professional licensure in engineering or architecture

  • Current Project Management Professional Certification

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, this person is required to frequently sit and occasionally walk and drive

  • While working in this position, this person is required to frequently work indoors; occasionally work outdoors and is required to wear protective equipment; and rarely walks on uneven ground
