Summary

King County Department of Human Resources, Career and Culture Division (DHR) is seeking a knowledgeable and collaborative Project Manager

  • Perform (Project/Program Manager 3). We are looking for a passionate resourceful human resource professional to partner with cross functional teams in the development of a system and plan to pilot and scale the NEOGOV Perform module for performance management as a workforce development tool. This position will serve as the subject matter expert in the system, developing and deploying processes, trainings, change management strategies, communications, and resources.

This position reports to the Career and Deputy Director.

SCOPE OF JOB DUTIES - To be considered for this opportunity, candidates at a minimum will demonstrate skill and ability to:

  • Lead the design, implementation, and promotion of the centralized performance management program for employees, including people leaders in alignment with organizational goals and objectives.

  • Collaborate with partners to assess organizational needs, identify areas of improvement, and develop solutions. Provide guidance, support and resources to people leaders and employees during change, including training, coaching and communications to facilitate successful adoption.

  • Create metrics and processes to evaluate systems, tools and associated policies, to ensure data-driven approach to measure effectiveness; use data to recommend and implement solutions in support of achieving team and/or business initiatives.

  • Design a variety of resources ranging from online materials to internal standard operating procedures; tailoring existing processes to meet business specific needs. Develop and document standard processes and procedures.

  • Identify and prioritize gaps and needs to meet business requirements, recommend solutions to increase alignment with established priorities and initiatives to ensure HR systems support of organizational strategic goals.

  • Have strong experience and knowledge working with employee performance management systems and can cultivate an environment that supports the development of employees as a talent retention strategy. OR any combination of education and experience that clearly demonstrates the ability to perform the scope of the position.

  • Can develop metrics and use innovative visual tools to display priorities and strategic initiatives in a clear and impactful manner.

  • Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently or as part of a team.

  • Can be a champion for Racial, Equity, & Social Justice and view and deliver their work through an equitable and inclusive lens. Are aware that systemic racism and bias are pervasive in society and how it effects our employees.

  • Can manage up and across the organization with leaders on sensitive issues and initiatives.

  • Understand how large organizations work, including how to get things done through formal and informal channels and the ability to navigate diverse perspectives.

  • Will persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.

  • Is tech savvy and comfortable working with data and using Human Resource software applications in your daily work. The county uses NEOGOV LEARN & PERFORM, PeopleSoft HCM, Tableau, Microsoft Office, and other software programs.

The duties for this position are performed via hybrid work environment as the work requires. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
